중국의 경제모델은 경제적 불안정성과 정치적 정당성 위기에 봉착한 자본주의의 대안이 될 수 있는가. 이 논문은 개인들 간의 경쟁을 통해서 만이 아니라 국가가 효율적으로 공동체의 부를 창출하고 적극적으로 공동체의 평등과 복리를 확대할 수 있다는 가능성을 보여준다는 점에서 자본주의의 대안으로 논의되고 있는 중국의 ‘사회주의 시장경제’를 분석한다. 그러나 현실의 중국식 시장경제는 자본주의의 모순과 한계에서 자유롭지 못할 뿐만 아니라, 경제적 불평등과 정치적 정당성의 문제가 더욱 심각하다. 본 논문은 중국의 사회주의 시장경제가 대안적 모델로서 설득력을 가기기 위해서는 선진 자본주의보다 ‘더욱 효율적이고 빠른 성장’을 추구하거나 중국의 특수성과 중국모델의 우월성을 강조하기 보다는, 국가의 적극적인 역할을 통해 개인과 공동체의 균형을 회복하고 평등과 공존의 가치를 보다 잘 실현할 수 있는 경제체제를 지향해야 한다고 주장한다. 이를 위해서는 공유재산이 담당하는 역할을 확대하는 동시에, 국유기업에 대한 효율적인 관리감독체계를 구축하고, 국가 개입을 규제하는 제도적 장치를 만들어야 한다. 강력한 국가와 공적영역을 효과적으로 통제함으로써 비로소 경제적 불안정성과 정치적 정당성의 위기를 극복할 수 있다는 점에서, 중국의 사회주의 시장경제 모델은 근본적으로 정치적인 딜레마와 한계를 가지고 있다.
Abstract
Can the Chinese market economy be an alternative to capitalism that is faced with the problems of economic instability and the crisis of political legitimacy? China’s “socialist market economy,” showing that public actors such as the state and state-owned enterprises can effectively expand wealth and welfare for the community, has been considered as a solution to the conflict between private interests and public welfare, generated by capitalist economic development. However, in reality, “socialist market economy” also suffers from the contradictions of capitalism as well as the crisis of political legitimacy. If China attempts to resolve the problems through faster and more efficient growth, it might repeat the failures of capitalism; and if it attempts to rely on socialist ideals and ethnocentrism, it might fall into the trap of past errors and statism. China can overcome the crises of political legitimacy and economic instability by “regulating the visible hand“ of the state, and this shows the fundamental political limitation of the Chinese socialist market economy.
