1993년 중국 사회주의 시장경제 시스템 도입 이후 자원 배분에서 시장 기제의 확대와 당-정 국가(party-sate)의 대형 국유기업에 대한 영향력의 강화는 동시에 확대되고 있다. 본 연구는 어떻게 이렇게 상호 모순되어 보이는 두 흐름이 동시에 당대 중국에서 진행되고 있는지에 대해 분석하고자 한다. 중국의 경제 개혁은 정치적 자유화와 함께 진행되지 않았다. 중국 공산당 정권의 지속과 지속되는 지배 이념으로써 공산주의는 다른 동구 및 구소련 공산권 국가들과는 상이한 경제 개혁에 대한 해결책을 제시하고 있다. 1993년 사회주의 시장경제시스템 도입 이후 근 사반세기가 지난 오늘날, 중국의 국유 기업 개혁은 국유기업의 활동 범위를 현저하게 축소시키면서 공사화(公司化，corporatization)와 자본화(资本化，financialization)를 병합한 형태로 진행되어 왔다. 본 연구는 현대 중국의 시장 기제의 확대는 국가 주도의 계획시스템이 완전히 폐기되고 서구 자본주의 국가의 시장 경제로 대체되었기 때문이 아니라, 당-정 국가의 새로운 방식의 통제를 받는 변형된 형태의 계획 기제와 시장 기제를 수직적으로 통합하려는 중층적 시스템(layered vertical integration of plan and market mechanisms)으로의 전환 때문이라고 주장한다. 중국식의 계획과 시장 기제의 수직적 통합은 국유기업을 효율적인 기업으로 전환시키지는 않았다. 그러나 이러한 수직적 통합은 당-정 국가가 경제의 중요 부분에 대한 안정적인 통제를 유지하도록 만들어 주었다.
Abstract
Expanding market mechanisms’ role in resource allocation and strengthening the party-state’s power to influence large central state-owned enterprises (SOEs) go side by side in contemporary China. How do these seemingly contradictory movements proceed together? This paper contends that the enhanced roles of market mechanisms in contemporary China are not the result of economic transition from state-directed planning to a market-driven economy, but the nested vertical integration of plan and market in China’s socialist market economy. In contemporary China, market reform has been far from replacing the planning by market. Instead, the Chinese policymakers vertically repositioned the public economy or planning mechanisms at the top and market mechanisms at the bottom. This vertical integration allowed the state to maintain a firm grip on important economic sectors. The Chinese party-state’s continued intervention through vertical integration is not enough to enhance economic efficiency, but the continuing intervention of the state through vertically embedded market mechanisms within the state planning system expanded, rather than hampered, market functions in overall resource allocation.
