이 글은 현재 우리의 안보현실 속에서 군사외교의 중요성에 대한 인식이 새로워져야 한다는 전제 위에 우리 국가생존에 절대적인 영향을 미쳐왔고 또한 앞으로도 미칠 대미 군사외교 문제를 역내 안보환경 변화 및 현안과의 연계 속에서 점검하려는 의도에서 작성되었다. 즉 오늘날 우리나라 대미 군사외교의 환경과 여건, 전시작전통제권 전환 관련 준비작업, 미군기지 재배치, 직도 공지사격장 문제, 반환 미군기지 환경오염 치유문제 그리고 한미 방위비 분담협상 등 주요 현안, 양국 간 동맹관계를 발전시켜 나갈 방향과 대미 군사외교의 과제 등을 분석하고 발전방안을 제시하고 있다.
Abstract
In the reality of our nation’s current security affairs, there is a need to renew our perspective regarding the importance of military diplomacy. With that idea as its premise, this paper intends to examine military diplomacy toward the U.S., the topic that has affected, and will continue to affect our nation’s existence, as well as current affairs. In particular, it will analyze the conditions of South Korea’s diplomacy toward the U.S., preparations for the return of war time operational control, the relocation of U.S. troops, the Jik-do shooting range issue, environmental restoration after U.S. military pollution, the situation of the defense budget, the development of the alliance between the U.S. and Korea, and other issues in military diplomacy that remain to be resolved.
