오바마 행정부는 전임 부시 정부에 비해 포용적이고 대화와 타협을 강조하는 외교안보 기조를 선언했다. 국제사회는 오바마 정부의 외교를 ‘리셋 외교’라 부르며 환영하는 분위기이다. 하지만 오바마 행정부의 핵 비확산 어젠다는 과거에 비해 좀 더 엄격한 내용들을 담고 있어 북한이 핵개발을 지속할 경우 충돌이 불가피할 것으로 전망된다. 오바마 자신도 핵무기 없는 세계의 비전을 여러 차례 강조한 바 있다. 하지만 북한은 이미 장거리 로켓 발사와 2차 핵실험을 통해 오바마 정부의 의지를 시험하고 있다. 북한은 김정일 건강이상 이후 후계구도 안착과 정권안정을 위해 핵을 쉽게 포기할 수 없는 상황이다. 북한이 핵개발을 지속할 경우 미국과 북한의 충돌은 불가피하다. 이러한 정황을 감안해 한미 양국은 북한의 완전한 비핵화라는 목표를 공유해야 하며, 포스트 김정일 시대를 위한 준비에 착수해야 한다. 아울러 북한의 핵이 현실로 굳어질 경우를 대비해 핵우산을 비롯한 만반의 안보장치를 강구해야 한다.
Abstract
The Obama administration declared a relatively more accommodating foreign policy stance toward the international community. President Obama has already begun to improve screwed relationship with many states, but North Korea is still completely out of such progress. North Korea indeed provoked the Obama administration by launching a long range missile and conducting a second nuclear test. North Korea’s provocations cast a shadow over the Korean peninsula because Obama administration’s nuclear non-proliferation policy contains strict issues. North Korea is believed to continue nuclear program largely because of domestic politics-- stabilize the regime, consolidate power succession, and recover failing economy. In coping with North Korea’s nuclear ambition, both South Korea and the U.S. must share the goal of complete denuclearization of North Korea. At the same time, both Seoul and Washington must begin to discuss long term plans to prepare for the post-Kim Jong-il era.
