천안함 격침으로 전사한 46명의 희생을 헛되지 않도록 하는 노력과 관련하여미국의 9/11 테러가 미군의 변혁에 끼친 영향에 대한 분석과 교훈의 학습이 유용할 수 있다. 럼스펠드 미 국방장관이 “Transformation”을 적극적으로 추진하는과정에서 발생한 9/11 테러를 변혁 구현의 기폭제로 활용하였듯이, 한국도 국방개혁 추진에 천안함 사태를 효과적으로 활용할 필요가 있기 때문이다. 현재 한국군은 국방개혁 2020의 타당성을 검증하고, 새로운 계획을 수립하는계기로 천안함을 활용하는 모습을 보이고 있지만, 그보다는 국방개혁의 구현속도를 높이는 방향으로 전환해 나갈 필요가 있다. 천안함 사태는 한국군이 지니고있는 문제점의 신속한 해결을 강조하고 있고, 이 기회로 집중적인 변화를 추진하지 않을 경우 호기를 상실하는 결과가 될 수도 있기 때문이다. 국방개혁에 관한반복적인 검토와 구현 노력의 결과로써 무엇을 어떻게 변화시켜야 할 것인가는충분히 식별되었다고 한다면, 이제는 그 구현의 속도를 높일 필요가 있고, 그과정에서 부분적으로 수정 및 보완해 나가는 것이 더욱 효과적일 수 있다.
Abstract
If the ROK military intends to use the sinking of its warship Cheonan for the strengthening its defense posture, it needs to learn some lessons from US military’s handling and use of the 9/11 incident for the similar purpose. Then US Defense Secretary Donald H. Rumsfeld succeeded to expedite his “Transformation” initiative in the wake of 9/11 and transformed the US military into the advanced one in the information age. Contrary to the US military’s experience, the ROK military seems to review the relevance of its previous reform plan, “Defense Reform 2020,” and develop another plan to replace. However, the ROK military needs to increase the speed of implementation of its reform plan, if its wants to learn some lessons from US military’s experience after 9/11. The Cheonan incident demands the ROK military to find and solve the current problems instead of focusing on the long-term future. The ROK military should try not to lose the momentum of its reform initiatives in the name of review and discussion on the fundamental issues such as its force structure. It should strengthen the implementation of its reform plan in order not to repeat the mistakes in the Cheonan incident.
