방위산업 육성을 위한 지방정부의 역할

40여 년의 역사를 가진 우리나라 방위산업은 중앙정부의 방산육성정책, 관련기관과 업체의 노력에 힘입어 많은 발전을 하여 왔으나, 핵심 구성품과 부품은 여전히 해외에 많이 의존하고 있는 등 일부 개선책을 요구하고 있다. 본 연구는 중앙정부 차원의 방위산업 육성정책의 한계 요인을 해결하고 무기체계에의 민군겸용기술의 확대라는 세계적 경향에 맞추어 방산육성을 위한 지방정부의 새로운 역할을 제시하고 있다. 아울러 새로운 역할을 수행하기 위한지방정부의 구체적 정책을 체계적으로 정립하고 이의 제도화를 위한 중앙정부와 지방정부 사이의 지원과 협조사항을 도출하였다.
Abstract
Our defense industry having more than 40 years’ history has developed so muchdue to central governments’ policies to promote defense industry and efforts of relatedorganizations and companies, but some improvements are needed because manycritical components and parts are still dependent on foreign countries. This study presents new roles of local governments in order to solve some limitsof the central government’ policies to foster defense industry and to keep pace withthe world's tendency of increasing to utilize dual technologies in weapon systems. Italso establishes detailed policies of local governments systematically to carry out newroles and draws supports and cooperations for the institutionalization between thecentral government and local governments.
