본 논문은 현재 함정획득사업 추진과정에서 드러난 문제점을 분석하고 이를개선하는 데 필요한 대안을 제시하는 데 있다. 연구결과 해군과 방위사업청 간협업체제 구축이 제대로 되지 않아 업무수행과정에서 비효율적인 문제들이 많이발생하고 있다. 이를 개선하기 위해서는 첫째, 해군의 조함기술 업무수행에 관한방향을 확고히 설정할 필요가 있다. 둘째, 조함기술 유지발전이 가능한 방안의하나로, 방사청은 사업관리, 해군은 조함기술 업무를 수행하는 방향으로 제도를개선하는 것이 필요하다. 셋째, 함정획득사업의 특수성을 고려해 해군에 함정획득 기술인력을 더 확충할 필요가 있다. 이는 함정설계 및 건조업무 수행시 효율성과 효과성을 제고시키는 데 도움이 될 것이다.
Abstract
The purpose of this study is to identify the problems emanated from the implementation process of the current naval ship acquisition program, and to suggest better alternatives. Research findings show that inefficiency problems are occurring more often in the course of normal work duties due to the lack of a collaborative system between Navy and DAPA. To ameliorate these, it is necessary first, to establish firm direction on the Navy’s ship-building technology works; second, to remedy the system into the new direction that DAPA carries out program management and the Navy conducts naval shipbuilding technology management as one of the possible alternatives of naval shipbuilding technology development; third, to expand the Navy’s technology personnel considering the extraordinary nature of the naval ship acquisition program. It will be helpful for Navy and DAPA to enhance efficiency and effectiveness in conducting naval ship design & building works.
