함정무기체계 획득프로세스 개선을 위한 제언

Abstract

Since June 2012, the naval ships have been built using the same process as for acquiring general weapons systems. System engineering process, strengthened test evaluation, and standardization & catalog were applied to the naval ships acquisition. However, it has some problems by the mixed use of the new and old regulations. The purpose of this study is to improve the naval ships acquisition process. To do this, we analyzed the current status of the acquisition system and referred to the acquisition system of developed countries. So this study suggests seven improvements that clarification of requirement military requirements(ROCㆍORD, etc.), activation of precedent study to create requirement, application of Korean-style system engineering, naval ships project management, the improvement of the classification system of government-furnished equipment and contract equipment, introduction of Korean-style test evaluation system, the improvement of the compensation of arrears. This study can useful for improvement of naval ships system engineering process.
