미국 함정사업 사례분석을 통해서 본 한국 함정사업의 효율적인 수행방안

본 논문은 최근 논의되고 있는 한국 함정획득사업의 효율적인 수행방안을 제시하는데 있다. 이를 위하여 미국의 함정획득 및 시험평가 사례분석 후 다음과 같은 발전방안을 제시하였다. 먼저 시험평가분야에서는 첫째, 시험평가기본계획서(TEMP)를 조기에 작성·확정하고 개발/운용시험평가의 중복 부분을 통합하여 시험평가 기간을 단축하여야 한다. 둘째, 개발함정과 개발탑재장비 시험평가 시점 관련 부분도 개선되어야 한다. 셋째, 탑재장비 획득방법 결정 기준 및 시험평가 분야도 개선되어야 한다. 마지막으로, 야전운용시험 제도의 반영이 필요하다. 함정획득제도 측면에서의 발전방안은, 첫째, 현장관리가 미흡하고 현장관리조직이 부재한 국내의 경우 이에 대한 해결책이 필요하다. 둘째, 해군무기체계는 SM-2 미사일 등 몇 가지를 제외하고 국내 개발을 원칙으로 한다. 따라서 연구개발과정에서 개발능력(기술성숙도 미충족, 제한 등)으로 소요 군이 요구한 최초 작전요구능력(ROC) 구현이 어려울 시 어떻게 할 것인가에 대한 제도 마련이 필요하다. 마지막으로 함정 품질개선 측면에서는 4차 산업 혁명시대 고기술이 반영된 함정의 품질 관리를 위해 적정기술을 반영하는 제도 도입이 필요하다. 그리고 국가가 모든 시험평가 시설 및 장비를 구비하는 것은 한계가 있음으로 미국 등 우방국의 해외시설 활용을 위한 국제협력 강화가 필요하다고 본다.
Abstract
The purpose of this paper is to propose an efficient implementation ways of Korea’s ship acquisition programs which is being discussed recently. In order to achieve this goal, this paper analyzed the US ship acquisition and test & evaluation systems and analyzed the success and failure cases. This paper proposed the followings for Republic of Korea Navy’s efficient ship acquisition programs. First, in the field of test and evaluation, Test and Evaluation Master Plan(TEMP) should be prepared and confirmed early, and the test evaluation period should be also shortened by integrating the overlapping areas of Development Test(DT) and Operational Test(OT). Second, the core equipment, such as combat system, sonar system, gun/missile launch system, propulsion system, and others, should be designated for Government-Furnished Equipment (GFE). The core equipment should be standardized based on the lead ship equipment and they install on the follow ships. Third, it is necessary to dispatch a field supervisor composed of specialists in the field of propulsion, hull, armaments and others to the shipyard. Fifth, introduction of the system that reflects appropriate technology in shipbuilding can keep the quality of ships and save budgets, as well as keeping delivery time. Finally, ship’s acquisition system is difficult and complex, and thus, it can be continuously improved and developed through various discussions.
