북한의 하이브리드戰 실행 가능성과 전개 양상

하이브리드전은 ‘유연하고 지능적인 적이 목표달성을 위하여 특정한 시기에 동시적으로 다른 형태의 전투를 통합하여 수행하는 것을 말하는데, 특히 비정규전을 부각시킨 개념이다. 무엇보다도 정규전, 비정규전, 그리고 한반도 상황에서는 핵무기까지도 고려될 수 있는데, 이들 각각의 전투개념이 한 전장에서 동시에 실행될 수 있기에 그 위협이 심각하다 할 수 있다. 천안함 폭침과 연평도 포격사건은 북한이 이미 하이브리드전을 구사하고 있음을 드러낸 사건이다. 앞으로 북한은 한반도 정세를 주도하고 체제유지에 유리한 국면을 만들기 위해 전평시를 막론하고 하이브리드전을 구사할 것으로 예상되는 바, 하이브리드전에 대한 체계적인 대비책이 필요하다 하겠다.
Abstract
Hybrid warfare which has been highlighted in the U.S. army is ‘multi types of warfares designed to one’s goals at that particular time.’ Considering its powerful capabilities of both regular and irregular warfare including WMD, and its communist strategy against South Korea, North Korea’s hybrid warfare would be very possible. This paper suggests respectively 5 phases of the hybrid warfare both in a peacetime and a wartime. In order to promote the extreme tension in a peacetime and to win a in a wartime, North Korea could execute the hybrid warfare. Therefore, we must prepare the possibility of N.K.’s execution of it anytime.
