하이브리드 전쟁은 국가 및 비국가 행위자가 재래전쟁 수단과 비전통적 전쟁수단을 동시 혹은 선별적으로 사용하는 형태의 전쟁이다. 북한 급변사태 시 한국군이 안정화 임무를 수행할 때 하이브리드 위협에 직면할 가능성이 높다. 이는 주민의 적대감, 노동당의 영향력, 전시 대비 시설물, 무기의 유출 가능성 때문이다. 따라서 장기 비전 수립, 북한 차세대 지도집단 형성, 북한군 활용 모색, 중국의 공조 유도 등이 필요하다. 특히 한국군은 적극적 대민활동, 각종 무기의 신속한 통제, 하이브리드 위협의 남한 파급 차단, 신속파병부대 조직정비 등이 요구된다.
Abstract
Hybrid warfare blurs the distinction between conventional, irregular and cyber warfare. When the international community intervenes for stability missions after the collapse of North Korean regime, it may confront hybrid threats. It is because of N. Korean people’s inveterate animosity towards the external world, strong influence of People’s Army and Workers’ Party over the population, numerous preparedness facilities all across the country, and the possibility of use and/or smuggling of WMD. In order to moderate potential hybrid threats we need to consider the following in advance: establishing a long-term vision for unification, planning the formation of second- tier leaders to maintain social order in the North, seeking to use the N. Korea’s military as an institution to prevent insurgency, and trying to induce Chinese cooperation. Specifically, the ROK forces must prepare active civil military operations, prompt control of weaponry and military facilities, blocking off hybrid threat to the South Korean society, and the establishment of legal basis to dispatch S. Korean military to the North.
