한반도 신뢰프로세스를 통한 비핵국가 한국의 핵 안보전략: 제2차 핵시대를 맞이하여

한반도에는 새로운 핵보유국으로서의 지위를 주장하고 있는 북한과 핵무기를 보유하고 있지 않은 비핵국가인 한국이 동북아시아의 복잡한 안보역학구도 안에서 제2차 핵시대의 서막을 장식하고 있다. 이미 국제사회는 북한의 핵무기 보유를 공개된 비밀로 인정하고 있는 반면 한국은 북한에 대응할 수 있는 핵전력을보유하지 못한 상태에서 북한과의 고도의 핵 전략게임을 전개해야 하는 입장이다. 따라서 본고는 박근혜정부의 신뢰외교와 ‘한반도 신뢰프로세스’의 역동적인안보정책을 위한 실천방안으로서 비핵국가의 핵전략 구상을 위한 정책적 대안을 모색하여 제2차 핵시대의 한국의 핵외교안보전략의 방향을 제안하였다. 특히제2차 핵시대의 한반도의 핵안보 상황을 분석하여 비핵국가의 핵전략 도출의필요성을 분석하고 박근혜정부의 ‘한반도 신뢰프로세스’를 ‘한반도 핵전략 신뢰프로세스’ 구상으로 발전시켜 제안하였으며 동 프로세스를 위한 전략적 인식의변화와 실천 방안을 실험적으로 제안하였다.
Abstract
This paper aims to suggest a new strategic thinking for South Korea, ‘nuclear strategyfor non-nuclear state’ to support its policies on national security and nucleardiplomacy. This paper examines the main features of the second nuclear age, makescomparisons of the trustpolitik concept supported by the current government with traditionalnuclear theories, and analyses distinctive features of the North Korean nuclearstrategy to understand the limits of the South Korean nuclear strategy. This study hassuggested the application of the “Trust-Building Process on the Korean Peninsula” initiative,which introduced a new framework that placed ‘trust’ at the center of SouthKorea’s security and policy making by President Park Geun-Hye, to formulate plausiblestrategic and policy alternatives in “the Second Nuclear Age” for South Korea.
