부모 수용 후 자녀들의 가정환경에관한 연구

부모의 돌봄이 필요한 아이들에게 안정적 가정과 부모의 역할은 성장을 위한 핵심적인 요인임은 분명하다. 본 연구는 부모의 교도소 수용이 초래한 가정환경의 특성과 이와 결부된 복합적 문제를 발견하는데 목적을 두었다. 특히 환경이 급변하는 시기인 부모와 분리되는 초기단계의 가정환경을 주목하였다. 연구를 위해 수용기간 1년 이내 미결수용자 1,005명(남자 852명, 여자 153명)으로부터 수집한 설문조사 자료를 분석하였는데, 자녀들의 인구규모를 추산할 수 있는 기준제시, 부모수용 후 가정구조의 변화, 양육환경 및 부모-자녀관계에서 수용단계별 및 성별 차이, 양육환경 유형 등 가정환경의 전반적인 특성을 파악하였다. 주된 발견사항은 다음과 같다. 첫째, 부모가 수용된 19세미만 인구의 규모는 수용자의 자녀율 31.2%, 평균자녀수 1.54명을 기준으로 할 때 연간 48,000여명이 발생하고 있는 것으로 추산되었다. 둘째, 부모와 분리되는 초기에서부터 가정해체가 시작되고 극빈층이 되는 등 가정구조의 부정적 변화는 심각하였다. 셋째, 부모의 수용이 초래한 양육자의 상실과 불안정, 자녀들의 방치, 부모-자녀관계의 단절 위험성은 부모의 수용기간이 경과할수록 그리고 수용된 부모가 엄마일 때 더욱 취약하였다. 넷째, 수용자자녀에 대한 양육환경 유형은 취약한 가정, 분리된 가정, 적응적 가정으로 구분되었고 이중 취약한 가정이 다수인 것으로 보였다. 마지막으로 이 연구는 수용자자녀 지원의 근거법령이 될 수 있도록 “특수취약계층 아동ㆍ청소년 지원에 관한 법률”의 제정, 수용자자녀 보호 및 지원을 위한 “집행기구의 설치”, “수용자자녀 권리장전”의 제정ㆍ보급을 정책대안으로 제안하였다.
Abstract
A stable home environment and the role of parents is crucial in a child’s growth. This study examined the effect of a parent’s incarceration on a child’s home environment and various complex problems. This study especially concentrates on early stage separation between the children and their incarcerated parents. For this study, 1,005 inmates (852 males and 153 females) who were incarcerated within a year was surveyed. The number of children, differences in changes of family structure, caring environment, and others depending on length of incarceration and sex of inmates were considered in detail to analyze home environments. Main findings are as follows. First, the number of children under 19 with incarcerated parents were 31.2%, which under the average of 1.54 children per household, amounts to around 48,000 children a year. Second, a family was dismantled at early separation from the parents. This led to extreme negative changes including a family’s spiral towards poverty. Third, a parent’s incarceration resulted in the loss of a caretaker and stability, negligence towards children, and severance of parent-child relationship. These results were intensified depending when the incarceration was longer, and when the parent was a mother. Fourth, the caring environment of a child was distinguished into vulnerable home environment, separated home environment, and adapted home environment. Among the three, vulnerable home environments were most common. Finally, to support children with incarcerated parents, this study suggested the legislation of a “Law for Children and Adolescents of Vulnerable Social Groups”, and the “Establishment of Enforcement Agencies” and the legislation of “Children of Incarcerated Parents : A Bill of Rights” to protect and support children with incarcerated parents.
