위험의 주관화와 신사회갈등-위기 대응을 위한 사회복지 방향성에 관한 고민-

본 논문은 현대사회의 위험으로 인해 발생한 한국사회의 새로운 갈등 현상을 분석하고, 이를 바탕으로 사회복지정책의 새로운 방향성을 제시하고자 한다. 위험은 부정적인 영향, 발생 가능성, 위험 주체의 현실 상황 인식이라는 세 가지 요소로 구성되는데, 특히 현대사회에서 위험은 개인의 심리 및 사회·문화적 재구성을 통해 주관적으로 인식된다. 이와 같은 위험의 주관화가 한국 사회에 새로운 갈등 구조를 생산하고 있다. 즉 근대화 이후 한국사회의 주요 갈등으로 다루어졌던 빈부갈등, 세대갈등, 성갈등, 지역갈등 등이 사회 불평등을 구성하는 객관적 조건뿐만 아니라 이에 대한 주관적 인식으로 인해 새로운 양상으로 전개되고 있다. 이에 본고는 객관적 조건뿐만 아니라 동시에 주관적 조건을 고려하여 사회복지정책의 방향을 설계할 것을 제안한다. 이것이 신사회갈등 해결을 위한 대안이 될 수 있을 것이라 기대한다.
Abstract
The study has been conducted to understand characteristics of risks in modern society, to analyze new social conflicts, and to suggest a new direction of social welfare policy for social conflict resolutions. A risk has three factors: undesirable outcomes, possibility of occurrence, and state of reality. Risks in modern society have been determined by individual cognition of reality. The change of characteristic of risks has caused new social conflicts in Korea: class conflict, generation conflict, gender conflict, regional conflict, and etc.. This study suggests to design Korean social welfare policy considering subjective welfare perception of the individual.
