이 연구의 목적은 수용자자녀들의 양육실태와 성장환경을 분석하고 수용자자녀 지원정책과 서비스 실천에서의 개선방안을 제시하고자 하는 것이다. 이 연구를 위해 전국 12개의 교정기관을 통해 수집한 양육자 242명의 설문지를 분석하였다. 연구결과 첫째, 수용자자녀들은 엄마와 가장 많이 살고 있었으며 수용자자녀 양육가정의 대다수는 국가로부터 아무지원도 받고 있지 않았다. 공적지원 중 국민기초생활보장지원을 받고 있는 가정은 11.9%로 빈곤율이 높은 편이라고 할 수 있다. 양육자들은 부모의 역할을 대신 하는 일과 경제적 어려움을 가장 많이 느끼고 있었다. 둘째, 수용자자녀들은 초등학생이 가장 많았다. 자녀들이 보이는 문제행동은 의욕이 없고 대화를 피하거나 공부에 관심 없고 성적이 낮다는 것이었다. 셋째, 수용자자녀들은 부모의 수용사실에 대해서는 알고 있는 경우보다 모르고 있는 경우가 높았으며 수용된 부모를 접견하지 못한 경험이 접견한 경험보다 높았다. 연구결과를 토대로 수용자자녀 양육자 및 경제적 지원, 수용자자녀 심리ㆍ정서적 지원과 문제행동 예방, 수용자자녀의 부모수용사실 알권리 보장의 필요성을 논의하였다.
Abstract
The purpose of this study is to analyze child care conditions and growth environment of children with incarcerated parents and suggest its improvement plan in terms of service practice and support policies. To conduct this study, survey questionnaire on 242 caregivers collected at 12 correctional institutes are analyzed. Major findings are as follow : Firstly, the study found that the children with incarcerated parents lived the most with their mothers and majority of the family did not receive any assistance from the state. 11.9% of the families received the National Basic Livelihood Security Assistance which signifies high poverty rate among them. Caregivers had difficulties in replacing the role of parents and financial difficulties. Secondly, children with incarcerated parents were mostly in elementary school. Problem behaviors shown by children were low in motivation, avoiding conversation, not interested in studying and having low grades. Lastly, most of the children did not know that their parents are incarcerated and rarely have visited their incarcerate parents. Based on the result, this study discussed economic support and support on caregivers of children with incarcerated parents, psychological and emotional support and prevention on problem behaviors for children with incarcerated parents and the necessity of guaranteeing the right of children to know their parents whereabouts.
