Abstract
This paper argues that the question of why states pursue nuclear weapons and what kind of nuclear strategies that states will choose might not be stemmed from the same motives. It is discussed that in a personalist dictatorship like North Korea, a leader afraid of coups tends to control and weaken conventional military as a “coup-proofing” behavior, and prefers nuclear weapons to conventional weapons because nuclear capabilities are not based on military’s management skills so Kim Jong Un does not need to fear of growing power of the military.
