상세형 국방규격 적용을 위한 발전방안 연구: 국내 연구개발 무기체계를 중심으로

본 연구는 연구개발 무기체계의 규격의 형태에 관한 것이다. 연구결과, 규격은 제조 가능성이 확보되는 상세형으로 작성하여야 하고, 이를 통해 정부투자 비용에 상응하는 지적재산권을 확보해야 한다. 그리고 확보된 규격은 필요시 민간에 제공하여 경제성과 경쟁성을 확보하도록 하여야 한다. 또한 규격은 상세형으로 작성하되 규격의 활용은 성능형 기준을 우선 적용토록 하여 민간의 우수한 기술을 활용할 수 있는 융통성을 확보하여야 한다. 마지막으로 정부는 현행 규격 관련 지침상의 부적절한 내용을 확인하여 해소 대책을 강구하여야 한다.
Abstract
This study is about the form of specification of R & D weapons system. As a result of the study, specifications should be made in a detailed form that ensures manufacturability, and intellectual property rights corresponding to the cost of government investment should be obtained. And the secured specification should be provided to the private sector if necessary to ensure economic efficiency and competitiveness. In addition, the specification should be written in detail, but the application of the specification should be preceded by the performance type specification, and the flexibility to utilize the excellent technology of the private sector should be secured. Finally, the government should identify the inappropriate contents of the current specification guidelines and take measures to resolve them.
