교정 기본계획 수립과 이행을 위한해외사례 검토

Abstract

Amended act of "Enforcement Decree of the Administration and Treatment of Correctional Institution Inmates Act" requires that Korea Correctional Service should develop and implement "Correction Strategic Plan" every 5 years. The current study reviews other countries’ good practices of prison overcrowding issues, offender classification system, correctional officer's capacity enhancement and welfare, prisoner reentry support system and protection measures on prisoner's right, which need to be addressed in Korean "Correction Strategic Plan". After the overseas case reviews, this study presents 6 policy implications for implementing first Correctional Strategic Plan and developing future Correction Strategic Plan. First, pilot house arrest under the electronic monitoring for the non violent and elder inmates should be introduced to relieve prison overcrowding. Second, standardized and unified risk and need assessment system needs to be implemented. Thirds, newly recruited correctional officer training should be expanded to six months and include internship period. Fourth, using halfway house or halfway unit within prisons, prisoner reentry should be throughly prepared. Fifth, in order to protect prisoner's right, using standardized facility assessment toolkit, independent prison inspection organization needs to regularly investigate prison and publish its report and prison's progress report. Lastly, special support programs and manuals for minority groups such as elders, handicapped, and LGBT should be developed and implemented. However, it is important to consider that other countries' good practices reviewed in the research could be achieved through the public and politics' support and interest in corrections and prisoner reentry, which are needed to successfully implement newly introduced "5 year Correction Strategic Plan".
