한국의 사드 배치 결정과 사회공론화 과정 분석

본고는 박근혜·문재인 정부에 걸쳐 추진된 한국의 사드 배치 정책이 유사한 대내외적 상황 속에서 다른 양상을 보이며 진행된 것에 문제의식을 갖고 한 국가의 안보 개념이 구성되는 과정에 주목한 안보화이론(Securitization Theory)의 분석틀을 적용하여 논의를 전개한다. 이를 위해 국내 5대 일간지의 사드 관련 사설을 분석하였고 그 결과 안보정책과 관련된 여론이 갈등적 특징을 띄는 한국의 정치적 환경 속에서 정부의 사회적 공론화 정도가 안보화 경로에 유의미하게 작용함을 주장한다. 이는 2019년 미국이 러시아와 중거리 핵전력 폐기조약(INF) 파기 이후 동맹국에 중거리 핵무기를 배치하고자 하는 움직임과 연계하여 정부가 안보 정책을 안정적으로 추진하기 위해서는 한반도 사드 배치 사례와 같이 국민여론의 분열이 예견되는 상황을 고려하여 국내의 갈등을 봉합하고 여론을 한데 모으는 사회적 공론화 과정에 주목해야 한다는 시사점을 제공한다.
Abstract
This study focused on the disparity of progress in THAAD(Terminal High Altitude Area Defense) deployment policies between Park Geun-hye and Moon Jae-in governments under similar conditions of domestic politics and external threats. Applying the viewpoint of Securitization theory which is about the process of forming security concepts of states, this study analyzed the editorials related to THAAD in the five major daily newspapers in South Korea. As a result, it was found that public deliberation has a significant influence on the path of Securitization in states such as South Korea where commonly appears the fault line in security policies among the public. Since the U.S. and Russia broke the Intermediate Nuclear Power Disposal Treaty (INF) in 2019, the U.S. has seemed to be willing to deploy medium-range nuclear weapons to Asian allies. Considering this change of the U.S., domestic public opinion is expected to be split as it was when there was the issue of THAAD deployment. Thus, the government should pay more attention to the process of public deliberation by settling disputes and having public speak with one voice in order to promote coming security policies stably.
