Abstract

This study aimed to identify the needs of children with incarcerated parents and the care givers of the children, which are the program clients, and suggested a client-oriented methode development and operation of such programs. For this study, a needs assessment was completed on 112 children with incarcerated parents, and 182 care givers. The collected data was statistically analyzed depending on the characteristic of the needs and related key elements. A program to support children with incarcerated parents was suggested based on the results from the data. Main findings are as followed. First, the needs both children with incarcerated parents and care givers showed uniformed characteristics depending on the type of the client. Second, both children and care givers showed high need for economic support programs and information-offering programs. Third, although children showed high want for parent-interaction programs, care givers showed more interest in economic support programs and child rearing programs, showing different needs between the clients. Fourth, suggestions for the development and operation for children with incarcerated parents are as followed: The program must consider the universality of the client’s needs; The order of priority must consider the need of the client; Specialized programs must be developed for each clients, the children and the care giver; There must be a response to the economic difficulties of families with incarcerated members through programs and support.
