성과기반군수지원(PBL)이란 안정적인 가동률 보장을 위해 군수지원업체와장기계약을 체결하여 성과를 구매하는 계약으로, 기존 PBL 사업의 성과달성에따라 많은 관심을 받고 있으나 성과를 구매하는 데에 사용되는 비용이 적정한지에 대해 많은 논란이 있어 왔다. 본 연구는 PBL 비용의 대부분을 차지하는수리부속 구매 및 정비비용에 초점을 맞추어 적정 PBL 비용산정 방안을 제시하였다. 또한 PBL 제도의 성공적인 정착을 위한 발전방향을 제시하였다.
Abstract
Performance Based Logistics(PBL) is a cost-effective strategy for optimizing weapon system readiness through the long-term contract with product support provider. However, in terms of cost, it is still arguable that PBL is more efficient than traditional way to acquire goods and service. In this study, we scrutinizes the effective methodology for the cost analysis of PBL and conclusively suggest the effective strategy for the settlement of PBL in Korea base on the methodology.
