본 연구의 목적은 육군 군수부대의 운영효율성을 평가분석하여, 인구 감소와 국방 예산 증가 제약으로 특징지어지는 우리나라 안보 환경 변화 대응방안 마련을 위한 시사점 도출을 위한 것이다. 육군군수부문의 효율성에 대한 분석 연구는 여러 측면에서 진행되었지만, 정량적 분석은 많지 않은 실정이다. 본 연구에서는 자료포락분석(DEA) 방법론을 활용하여 우리나라 12개 군수 부대의 효율성을 측정하고 비교분석하였다. 주요 투입요소는 인력, 장비, 시설면적변수이고, 산출요소는 군수지원성과 지표와 납품 주문량 변수를 선정하였다. 분석 결과, 4개 부대는 효율적으로 운영되는 반면, 다른 부대는 비효율적인 것으로 나타났다. 그리고 투입요소중심모델을 사용하여 투입자원의 과다 사용 정도를 정량화하고 개선의 우선순위를 제시하였다. 이러한 분석 결과는 자원 배분의 최적화와 육군 군수부대의 효율성 향상 방향에 대한 시사점을 제공한다.
Abstract
This study assesses the operational efficiency of military logistics units in South Korea’s evolving security landscape, marked by a declining population and increasing defense budgets. While military logistics efficiency has been studied, quantitative analysis remains limited. To address this, Data Envelopment Analysis (DEA) is applied to measure and compare the efficiency of 12 Army logistics units. Key inputs include personnel, equipment, and facility area, while outputs comprise logistics support performance indicators and delivered order volume. Results show that four units operate efficiently, while others exhibit inefficiencies. Using an input-oriented model, this study quantifies resource overuse, identifying improvement priorities. These findings offer strategic insights for optimizing resource allocation and enhancing military logistics efficiency, contributing to more effective defense operations.
