경찰과 지역사회 관계가 시작되고, 시민과 경찰이 직접 접촉할 수 있는 가장 대표적인 공간이 경찰관서의 민원실이라고 할 수 있다. 민원행정 서비스를 직접 공급하는 민원담당 경찰공무원과 민원인의 관계는 경찰행정의 효율성과 질의 측면에서 중요하게 논의 되어져야 한다. 또한 민원인이 담당 경찰공무원에게 느끼는 신뢰의 정도는 전반적인 경찰에 대한 이미지에 가장 큰 영향을 미치기 때문에 아주 중요하다고 하겠다. 신뢰(trust)는 대인관계나 집단행동과 같은 조직학적 측면에서뿐만 사회과학 전반에 걸쳐 중요하게 다루어져오고 있는 주제이며, 이 연구에서는 민원인의 경찰공무원에 대한 신뢰의 현황, 민원인이 인지하는 경찰공무원의 특성요인(대응성, 공정성, 책임성) 등을 측정하고, 신뢰에 영향을 미치는 요인들을 실증적으로 검증하여, 그 연구결과를 토대로 경찰에 대한 신뢰 증진을 위한 각종 방안을 모색하고자 하였다. 선행연구의 검토를 통하여 신뢰성향, 고객지향성, 경찰공무원의 특성을 독립변수로 선정하였고, 경찰공무원에 대한 신뢰를 종속변수로 선정하였다. 조사대상으로는 서울지방경찰청 산하 31개 경찰서 민원실 서비스를 이용한 주민을 대상으로 하였으며, 각 경찰서 별로 20명씩 총 620명을 선정하였다. 실증분석 결과, 민원인의 경찰에 대한 신뢰는 ‘보통’ 정도(3.002)로 평가되었고, 경찰공무원의 특성에 대한 인식중 공정성은 가장 낮은 것으로 평가되었다(2.821). 그리고 회귀분석 결과 유의수준 0.01에서 경찰에 대한 신뢰에 유의한 영향을 미치는 것은 경찰공무원의 특성에 대한 인식중 공정성과 책임성인 것으로 나타났다. 이러한 연구결과들은 민원실에서 절차나 순서에 대한 공개제도가 구축되어야 할 것이고 민원인들이 제기한 불만사항에 대하여 적극적인 조사와 수용 · 시정노력이 뒤따라야 할 것이며, 담당경찰관으로 하여금 책임의식을 고취시키고, 자발적이고 적극적인 참여를 유도하기 위한 여건이 마련되는 등 노력의 필요성을 제기하고 있다.
Abstract
Trust has become an important topic in every social science disciplines including psychology, sociology, economics, and organization studies. This study explored the factors influencing Public's Trust on Police. The Public's Trust has been measured, and their Propensity of trust, Responsiveness, Fairness, Responsibility has been measured. So, the ultimate purpose of this study is to suggest the ways for trust improvement casting plan for the police. The methodology used in this study is based largely on the trust model. Independent variable comprises 2 categories; ‘Propensity of trust’, 'Recognition for police officer character(Responsiveness, Fairness, Responsibility)', Dependent variable is 'Trust for the police' 620 peoples from people who visited Police Civil Administration Service Center in Seoul Metropolitan Policy Agency was selected as subjects and 557 peoples among them responded to the survey and used 519 people's response in actual analysis. Here, statistical techniques such as step wise multiple regression, crosstabs, anova and frequency are used in data-processing with SPSS for Windows 14.0. This study found that a 'Fairness' was the most important factor affecting Trust for the police. In the conclusion, policy implications for developing an effective the fair and responsible police strategy and Necessity of training program are discussed.
