경찰의 산업보안활동 활성화 방안

Abstract

In the so-called digital revolution of the 21st century, the individual's enterprise and the nation's competitiveness depends on the development and utilization of advanced science and technology. Developing high technology requires a huge amount of manpower, funds and efforts, not to mention an enormous amount of time. However, it takes only a few minutes for this technology to flow out. As a country that has secured the world's most advanced high-tech industrial technology, we have become the target of industrial spies trying to steal our technology. Compared to the advanced countries, we haven't yet to unfold the preservation of industrial security activities systematically to enable law enforcement agencies such as the police to prevent the outflow of global competitiveness efficiently. This study offers four recommendations to enhance industrial security: 1) reinforce investigation functions against industrial spies; 2) revitalize the management and public relations of cyber industrial spies call center; 3) strengthen job education for specialized industrial security skills; 4) intensify cooperation with other agencies related to the high-tech industry. This study faced several limitations, lacking realistic research data on police industrial security, the study was forced to depend primarily on materials from the National Police Agency, National Intelligence Service, and newspaper articles. Irrespective of this limitation, the findings are very meaningful as the first thesis directly studying korean police practices in dealing with industrial security activities. Based on the results, additional study in the industrial security field as well as the development of police policies is needed in the near future.
