Abstract

The purpose of this study is to suggest ways to improve the quality of the police reception traffic accident status based on the results of the national statistical quality diagnosis conducted by Statistics Korea. Therefore, the purpose and diagnosis process of statistical quality diagnosis were discussed, and the statistics were evaluated in the relevance and accuracy, timeliness/punctuality, comparability, coherence, accessibility/clarity indicators, and the problems and improvements of the statistics were derived through the data collection system inspection and the user requirements reflection assessment. First of all, the results of the quality-specific diagnosis on the status of police receiving traffic accidents were 4.1 points for relevance, 3.3 points for accuracy, 5.0 points for timeliness/punctuality, 5.0 points for comparability, 2.0 points for coherence, and 3.5 points for accessibility/clarity, and the quality diagnosis focused on accuracy and consistency indicators was made. In addition, the quality analysis of the problems of the statistics was conducted through the inspection of the data collection system with the Korean National Police Agency, which is a preparation agency, and the diagnosis of the actual conditions of reflecting the user requirements was conducted, and the statistical improvement tasks were derived based on them. Next, qualitative analysis of problems in statistics was performed based on the data collection system inspection and the results of the diagnosis of user requirements reflection. As a result, the improvement tasks related to the status of police receiving traffic accidents discussed are as follows.  First, the data collection system can be improved by improving the technology for measuring accident location information and improving the perception of traffic accident investigators on statistical data. It is also necessary to refine ambiguous statistical items to increase the accuracy of statistical data and to expand the scope of the use of the police reception traffic accident status by expanding the scope of statistical data disclosure. The current status of police received traffic accidents is a statistic prepared and managed by the National Police Agency, the main body of traffic safety policies, and should be managed as systematically as users trust and expect.
