일본 해상보안청의 실태분석 및 시사점

일본 해상보안청은 조직, 인력, 예산 및 장비 면에서 우리나라와 큰 차이를 보이고 있다. 특히 함정 및 항공기 확보를 위한 예산 및 장비 면에서는 갈수록 그 격차가 벌어지고 있어 이에 대한 보완대책이 요 구되고 있다. 또한 일본 해상보안청은 해상보안대학교를 비롯하여 해상보안학교 및 분교를 설치하여 해양경찰활동의 전문화에 노력하고 있다. 우리나 라 해양경찰학교도 전문교육 프로그램을 개발하고 우수한 해양인력 교육기관으로 확대•발전시킬 필요가 있다. 최근 일본 해상보안청의 주요 정책이슈는 바로 해양조사를 통한 해 양주권의 확보이다. 따라서 우리나라 해양경찰청은 단속위주의 치안활 동에서 벗어나 해양조사 및 해양정책 연구활동을 통하여 해양주권 확 보를 강화해야 할 것이다.
Abstract
The purpose of this study is to comparative system between Japan coast guard and korea coast guard. Nowaday, Japan have made constant efforts to extend the ocean sovereignty in Dokto area and the northwest Pacific. The construction and human resources of Japan coast guard have more developed than those of Korea coast guard. There has been a lot of the gap in budget between Japan coast guard and Korea coast guard. Especially, the equipment of Japan coast guard, for example a patrol boat and a aircraft, include the equipment for sea research and survey. The education institutes of Japan coast guard are College of coast guard and School of coast guard that has two branch school. Because those of Korea coast guard has only School of coast guard, we need to more professionalized education system of coast guard.
