일본 해상보안제도의 특징과 정책적 제언

Abstract

Since its establishment in May 1948, the Japan Coast Guard(JCG) has been engaged day and night in a variety of activities, including criminal investigations, maritime security operations, search and rescue work, marine environment preservation, disaster mitigation, oceanographic research, and maritime safety operations. Organization structure is as follows. Headquartered in Tokyo, the JCG divides the nation into 11 regions to facilitate its coast guard operations. Each region has a Regional Coast Guard Headquarters under which there are various Coast Guard Offices, Coast Guard Air Station, Traffic Advisory Service Centers, Air Stations and Hydrographic Observatories. The main purpose of this research was to suggest maritime police policies through Japan Coast Guard System. In Chapter 2, I reviewed establishment background of JCG, its origins, assimilation of several government agencies and its suggestions. Then in Chapter 3, I discussed characters of JCG act. The JCG act is to legislative measures to implement fisheries law violations such as poaching, illegal operations by foreign fishing vessels, smuggling and illegal immigration, suspicious vessels and spy ships and so forth. In Chapter 4, I analyzed the difference korea's open port control system and Japan's open port control system, open port control system Problem of korea. And Chapter 4, I suggested that Port Chief System of JCG should introduce in Korea Coast Guard. It seems that a lot of legislative work and improvement in administration system are required for unification of maritime policing in korea. This kind of work and improvement would demand a lot of time and energy in the government side. Thus, korea is expected to establish unification of maritime policing implement as soon as possible. By doing so, KCG can be advanced maritime police in the world.
