Abstract

Forensic science can be divided into crime scene investigation by police officers and forensic and medical analysis of physical evidences by laboratory researchers. Currently, National Institute of Scientific Investigation(NISI), which is the largest forensic science laboratory in Korea, has hard time to deal with increasing duties because of lack of professional researchers and budget. Based on this understanding of present problems in the field of forensic science in Korea, this study attempts to introduce and compare forensic science laboratories in other countries and consider development tactics for scientific investigation and forensic science in Korea. In the U.S.A., most of forensic science laboratories and crime laboratories, which are sponsored by federal, state, and local governments, are public institutes and managed and controlled by police agencies. In the United Kingdom., Forensic Science Service(FSS) belongs to the Home Office. The FSS is a government-owned company which provides forensic science services to the police forces and government agencies of England and Wales, as well as other countries. In Canada, Forensic Laboratory Services are attached to Royal Canadian Mounted Police(RCMP) and one part of National Police Service(NPS) program. In Germany, Criminal Techniques Institute is affiliated with Federal Criminal Agency which is similar with Federal Bureau of Investigation(FBI) in America. Finally, in Japan, Forensic Science Laboratory is a part of the Japanese Police Agency and there are many crime laboratories under the command of local police agencies. As development tactics for scientific investigation and forensic science, guarantee of enough professional researchers and budget, full use of hi-tech forensic science equipments, research and development of forensic science technology, and improvement of autopsy systems are suggested.
