최근 들어 다양한 범죄유형이 점증하고 있는 가운데, 심각한 유형의 강력범죄들도 빈발하고 있다. 이러한 사건들을 신속하고 효과적으로 해결하기 위한 과학수사 인력양성과 전문수사관 충원이 긴요시되고 있다. 과학수사 역량과 전문성 향상에 근간이 되는 법과학․법의학․범죄감식분야 및 인접학문에 대한 교육과정 개편이 매우 구체적으로 거론되기에 이르렀다. 이에 국내의 법과／의과대학, 형사사법 관련학과의 법과학 강좌개설과 프로그램 운영상황을 파악하고, 선진 각국의 법과학 교육실태에 대한 분석자료를 바탕으로 한국의 법과학교육 활성화 방안을 모색해 보고자 하였다. 각급 형사사법당국에서 법과학 전문인력 충원을 표방하고 있는 가운데, “법과학 교육의 중요성”과 교육기반 개선요구가 확산되고 있다. 그런데 이러한 교육수요 증가에도 불구하고, 대부분의 법과／의과대학및 경찰(행정)학과의 법과학관련 교육과정 운영이 매우 소극적인 것으로 나타났다. 반면에 독일, 캐나다, 미국, 호주 등에서는 일반대학교육과정에서 심도있는「법과학, 범죄수사학」과정을 개설하고 있으며, 심지어 전문자격증 취득과정을 일반대학에 개설하고 있다. 또한 정규 법과․의과대학에서도 법과학․법의학 강좌를 운용하고 있다. 법과학 교육을 활성화하고, 과학수사 전문인력을 체계적으로 양성하기 위해서는의과대학의 경우, 법의학교실을 설치하고, 법의학 교육을 강화해야 한다. 법과학관련 학과들 간의 연계전공을 통하여, 법과학분야 전공을개설․활성화해야 한다. 또한 경찰행정학과 교육과정의 내실화 및 산학협력방안도 적극 강구할 필요가 있다. 향후 법과학분야 「전문자격취득과정」을 개설하여 운용하는 방법도 고려해 볼만 하다. 또한 수사의 성패를 좌우할 수 있는 초동조치 경찰관들을 대상으로 한 법과학, 범죄수사학 등 관련교육을 강화해야 할 것이다.
Abstract
According to the differences in our society, sensational types of violent crime, e.g. serial murder, are increasing as well as normal type of crime. It became a necessity of educating forensic science to the university students and police officers. In order to increase the improvement of scientific criminal investigation, we should elaborate more on the studies of forensic science, forensic medicine, forensic identification and related subjects. By reviewing domestic college curricula and foreign countries' experiences, we are planning to develop our forensic science education. Recently, the Korean police want to hire the experts of forensic science. Furthermore, it said that the importance of forensic science educations and their improvement should be more advanced. Even though there are many conflicts going on about this issue, most of the medical college, law school and department of police administration don't meet the expectations. On the other hand, German, Canadian, American and Australian educations of forensic science are highly recommended. In those countries there are many programs that even contain the certification courses. From the stand point of forensic science education, I think that Korean universities should meet the requirements of developing the related programs. The responding officers who arrive at the crime scene first should also know the basic skills of preserving the scene and forensic identification. key word : criminal investigation, forensic science, police, forensic
