한국 해운산업 구조조정 및 경쟁력 제고정책에 대한 분석

본 연구는 정부의 2009년 해운산업 구조조정과 경쟁력 강화 방안에 대한 타당성과 구체적인 정책안들에 대한 전문가들의 견해를 묻고 그 중요성을 분석했다. 본 연구는 1984년 해운산업합리화 조치를 직접 경험했거나 충분히 인지하고 있는 학계 및 연구기관, 해운업체, 그리고 당시 해운항만청에서 산업합리화 정책 수립 및 시행에 관여했으며 현재 해운관련 업종에 종사하고 있는 전직 관료 등 전문가들에 대한 설문조사와 AHP분석 방법을 통해 실시됐다. 본 연구에 따르면 우리 해운업계의 위기감과 구조조정의 필요성이 매우 높으며, 해운사들에 대한 금융지원과 더불어 펀드조성을 통한 선박매입 후 재용선 정책이 구조조정에서 매우 중요한 것으로 나타났다. 또 선박 매입과 관련해 합리적이고 투명한 선가책정 기준을 마련하는 등 철저한 사전 준비를 통해 추후 논란의 여지를 남기지 말아야 한다는 지적도 제기됐다.
Abstract
This research is aimed to analyse the importance of the 2009 Government plans to restructure the shipping firms, and the appropriateness of the policies that target to increase the competitiveness of these firms. This study was based on the questionnaire survey from experts in academic fields, research institutions and shipping associations that experienced first hand or has adequate knowledge of the 1984 shipping industrial rationalisation. Also included in the survey are former officials at the Korea Maritime and Port Administration, who currently work in shipping related businesses, and at the time participated in the establishment and enforcement of industrial rationalisation policy. To conclude, it was found that our shipping industry highly requires an awareness of the crisis in addition to the restructuring, and that the policy to recharter after purchasing vessels through financial backing and fund creation is vital. Furthermore it was decided that, when purchasing, there is a critical need for a rational and clear criterion for appropriation of vessels to prevent any future disputes.
