해상운임 안정화를 위한 정책방안 도출 연구

글로벌 무역의 성장은 현저한 해상운임 변동을 가져왔으며, 왕성한 선복수요와 운임 경쟁을 통해 큰 폭의 해상운임 등락이 만성화되고 있다. 한편 코로나19로 해상운임이 큰 폭으로 상승하면서 해상운임 안정화의 필요성이 더욱 강조되고 있다. 이러한 상황을 배경으로 본 논문은 AHP(Analytical Hierarchy Process) 방법론을 사용하여 해상운임 안정화를 위한 정책대안별 가중치를 계측하였다. 본 연구는 해운기업, 해운협회, 그리고 해운정책당국 등을 대상으로 총 4회에 걸친 AHP 설문조사를 실시하고 설문조사를 수행하였다. 본 연구는 구체적인 정책 우선순위를 제시하고 있어 정책당국에 현실적인 정책 입안 동기를 제공하고 있으며, 향후 정책당국이 고객 니즈에 보다 매칭이 되는 정책을 수행하는 데 유용한 근거자료가 될 수 있을 것으로 기대된다.
Abstract
The growth of global trade has brought about significant fluctuations in seaborne freight rates, and the fluctuations are becoming chronic against the backdrop of vigorous demand and fierce competition for freight rates. Meanwhile, as seaborne freight rates have risen sharply due to COVID-19, the need to stabilize freight rates is being emphasized more. Against this backdrop, this paper measured the weights for each policy alternative for stabilizing seaborne freight rates using the Analytical Hierarchy Process (AHP) methodology. This study conducted a total of four times AHP surveys of shipping companies, shipping associations, and shipping policy authorities over about three months from April 1 to June 25, 2021, and received statistically meaningful responses from 52 people. This study presents specific policy priorities, providing policy authorities with realistic policy-making motives, and is expected to be a useful reference for policy authorities to implement policies that match customer needs in the future.
