오늘날 여성경찰관은 과거 남성경찰관들의 단순 보조자로서의 역할이 아니라 전문성을 갖춘 남성경찰관의 동반자로서 역할을 수행하고 있음은 주지의 사실이다. 여성경찰관에 대한 국민의 기대와 사회적 인식의 성숙을 고려해 볼 때, 여성경찰관들의 효능감은 자신뿐만 아니라 경찰조직 전반에 걸쳐 미치는 영향이 적지 않다고 볼 수 있다. 따라서 현 시점에서 여성경찰관의 역할 정체성이 변화하는 역사적 관점에서 확인하고, 이들이 경찰조직 내에서 어떠한 효능감(자기효능감, 집단효능감)과 직무태도(직무만족, 조직몰입)를 가지고 있는지를 경험적으로 살펴보는 것은 의미가 있다고 본다. 이를 위해 전국 여성경찰관을 대상으로 경험적 조사를 실시하였다. 자료를 분석한 결과, 평균적으로 여성경찰관들은 비교적 높은 수준의 효능감을 갖고 있음을 알 수 있었고, 자기효능감과 집단효능감은 직무만족과 조직몰입에 유의미한 정(+)의 영향을 미치는 것을 확인하였다. 이것을 통해 여성경찰관들의 효능감과 직무태도는 과거에 비해 많이 향상되었음을 알 수 있다. 다만, 여성경찰관들의 경찰조직 내의 위상을 남성경찰관들과 비교해 볼 때 여전히 낮은 것이 현실이다. 생각건대, 이상과 같은 논의를 바탕으로 여성경찰관의 효능감 고취 및 그것을 통한 직무태도 향상을 위하여 다음과 같은 점들을 검토할 필요성이 있다고 본다. 먼저 여성경찰관 스스로가 보다 적극적으로 직업소명의식을 함양할 수 있는 계기가 마련되어야 한다고 본다. 이를 위해 경찰조직적인 차원에서 여성경찰관들의 전문성을 확보 할 수 있는 맞춤형 교육프로그램을 개발‧적용해야 할 것이다. 그리고 보다 다양한 경찰부서에 여성경찰관들을 배치하여 직무영역을 확대하는 것도 바람직하다고 본다.
Abstract
Today, female police officers are serving as a companion with expertise for male police officers rather than simply acting as an assistant officer of male police officers. Furthermore, the efficacy of female police officers should have a great impact on not only themselves but also the police organization in general considering the public’s expectations and the maturity of social awareness as to female police officers. Hereupon, it is deemed meaningful to verify the identity of female police officers at this point from a historical perspective and also examine what kind of efficacy and job attitude they have within the police organization empirically. To this end, this study conducted mean value analysis on the findings of the survey performed with the 874 female police officers throughout the nation. As a result thereof, this study found the female police officers were maintaining a relatively high degree of efficacy. Moreover, it was also found that the self-efficacy and collective efficacy of those female police officers would have a significant positive impact on job satisfaction and organizational commitment. On that account, this study first proposed to develop and expand educational programs as compulsory liberal education, which would allow female police officers to foster vocational awareness more proactively by themselves in order to increase their efficacy and also that would enhance the self-esteem and self-respect as a female police officer at organizational level. Second, this study also proposed to place and distribute female police officers evenly in various departments so that they could expand the scope of their duties.
