경찰학전공 교과과정에 대한 학계와 실무의 인식비교 연구

이 연구는 사회적 수요증대에 따라 확대되고 있는 대학의 경찰학전공에 있어서 전공교육의 지향점과 교과과정의 편성, 졸업인증제도 및 표준교과과정제도 등을 논의하고자 하였다. 이를 위해 경찰학계와 경찰실무자 사이의 관계를 검토하고, 우리나라의 현행 경찰학전공 교과과정 운영실태와 경찰행정 전공특채제도를 살펴보았으며, 경찰학전공 교과과정에 대한 학계와 실무종사자 사이의 인식을 비교하였다. 우리나라의 경찰학교육은 간호학이나 교육학과 달리 학문과 실무의 연계성이 높지 않았고, 실제 대학의 경찰실무영역 교과목은 20% 미만으로 확인되었다. 학계는 현실적으로 취업률과 교수역량에 따른 교과편성을 고려하였으나, 실무에서는 경찰실무영역에 대한 교육확대를 강력히 주장하였다. 한편, 우선적으로 교과과정에 편성해야 할 교과목으로는 경찰이론영역에서 경찰학과 경찰윤리, 경찰실무영역에서 경찰수사와 생활안전, 범죄학영역에서 범죄학과 범죄심리학, 법학영역에서 형법과 형사소송법을 각각 1,2순위로 확인하였다. 그리고, 학계나 실무 모두 경찰학전공교육의 발전을 위해 졸업인증제도 및 표준교과과정제도의 필요성을 인정하였고, 표준교과과정의 운영주체로 경찰학교육협의회가 타당하다고 보았다. 이상의 분석결과를 토대로 이 연구는 다음과 같은 정책적 제언을 제시하였다. 첫째, 현행 경찰행정 전공특채규정의 전면적 재검토 방안으로 경찰학교육협의회의 경찰학전공 표준교과과정의 제정 및 졸업인증제도의 도입을 제안한다. 둘째, 경찰실무과목에 대한 이론연구 및 교재개발을 제안한다. 셋째, 경찰학전공 교과목에 대한 전공자의 교육담당 제도화를 제안한다. 끝으로, 경찰학전공 교육의 내실화와 경찰학의 학문발전을 위해 경찰학교육협의회의 건강한 역할정립과 논의의 토대마련을 기대한다.
Abstract
Social demand for college level education in police science is growing. In this light, this study discusses aim and organization of the curriculum, graduate certificate system and standard curriculum system. For this purpose, this study compares academic and practitioner aspects of police science, and examines South Korea’s current operations of police science curriculum and police officer special employment program for graduates of police science major. To go further, a comparison was made between academics and practitioners on their perception of police science major curriculum. Police science education in South Korea, unlike nursing or education, connectivity between academics and practitioners is not high. In fact, practitioner curriculum in colleges was under 20%. Academics realistically organized the curriculum, factoring employment and lecturer’s competence. On the other hand, practitioners argued there should be more education on the field of police practice. Meanwhile, priority courses when organizing the curriculum are police science and police ethics for the field of police theory, police investigation and public safety for the field of police practise, criminology and criminal psychology for the field of criminology and criminal law and criminal law procedure for the field of law. Also, academics and practitioners both recognized the importance of graduate certificate system and standardized curriculum for development of police science education, and saw police science education committee as the proper venue for curriculum standardization. With the above results, this study proposes policy recommendations, as follows. First, current police officer special employment program should be overhauled, and through the Korean Council on Police Science Education, a standardized curriculum should be established and graduate certificate system should be implemented. Second, there should be theoretical research and development of course material for police practice courses. Third, majors in police science curriculum should be in charge of its education, and this should be institutionalized. Lastly, to reinforce police science education and academic development of police science, Korean Council on Police Science Education is expected to soundly establish its role and provide a basis for discussion.
