경찰학의 학문성과 교과과정에 관한 연구: 전공명칭과 교과과정 분석을 중심으로

국내 대학의 경찰학은 미국과 마찬가지로 경찰행정학에서 경찰학으로의 발전과정을 밟고 있다. 대학교육의 측면에서 대학에 경찰학 전공이 정식으로 뿌리내린 지 50여년이 지난 현재 경찰관련 학과의 전공운영 실태를 확인하는 것은 학문의 독자성에 대한 또 다른 접근법이 된다. 이 연구는 2016년도 신입생모집요강을 토대로 62개 대학, 66개 학과의 전공명칭과 교과과정을 분석하였다. 분석결과, 학과단위의 전공명칭은 경찰행정학(71.4%)이 절대다수를 차지했으나, 학부단위에서는 경찰행정학과 경찰학이 각각 46.7%로 대등하였다. 또, 학과의 개설시기를 기준으로 했을 때, 1997년 이전 개설된 학과에서는 경찰행정학이 90.9%로 압도적이었으나, 1998-2006년 개설된 학과의 22.5%, 2008년 이후 개설된 학과의 26.7%가 경찰학을 채택하는 것으로 나타나 전공명칭으로 점차 경찰학을 선호하고 있음을 확인하였다. 전공명칭에 따른 교과과정 편성에는 ‘법학’이 명칭에 포함된 학과에서 유독 법학과목의 비중이 컸고, 경찰행정 및 경찰학을 전공으로 하는 학과에서 경찰이론과목의 개설이 상대적으로 많았다. 이상 분석결과를 토대로 경찰학의 학문성이 확보될 수 있는 방안으로 다음의 내용을 제안한다. 첫째, 학문정체성이 반영된 전공명칭의 개선, 둘째, 표준 교과과정의 도입, 셋째, 수요자 중심의 교육서비스 보완이 그것이다.
Abstract
The police science at Korean universities is pursuing a development from the “Police Administration” to “Police Science” like the United States. When police related majors became established 50 years went by, it is another approach to the identifying of the police science in terms of identifying the reality of police related subjects. This study analyzed 2016 Year Freshman Admissions to the major names and the curriculum of the 66 departments of 62 universities. The results are as follows. Although major names of the department is “Police Administration” accounted for the absolute majority(71.4%), names of school was compatable to the 46.7% respectively, “Police Science” and “Police Administration”. In addition, when based on the year of establishment of department, which departments established before 1997 was choice “Police Administration” by overwhelming 90.9%. But 22.5% of departments established in 1998-2006 and 26.7% of departments established since 2008 adopt the name of “Police Science”, it was confirmed that “Police Science” was increasingly favored by major name. Subjects of law was greater proportion in the department which include the ‘Law’ in the name. And opening the police theory courses at the department of police administration and police science is relatively common. It proposes measures to ensure identity of police science based on the analysis results as follows: ① Major name improvements in the academic identity reflected, ② The introduction of the standard curriculum, ③ Strengthening consumer-oriented education services.
