자치경찰 합리적 인력운영방안에 관한 연구 : 경기도 경찰서, 지구대 및 파출소 실태분석을 중심으로

본 연구는 자치경찰제 도입 시 자치경찰이 수행해야 할 사무를 살펴보고, 실제 경기도를 중심으로 경찰서 본서, 지구대/파출소 경찰인력운영 현황을 분석하였다. 인력운영 실태분석 결과 첫째, 합리적인 자치경찰 인력 규모와 운영체계가 과학적으로 설계되어야 하고 둘째, 자치경찰과 밀접한 사무에 대한 통계 및 빅데이터 분석 등을 통해 상시적 관리가 필요하다. 셋째, 자치경찰 관할지역의 “유형분류” 기준과 설계를 준비해야 하며 넷째, 자치경찰 도입에 따른 지방행정과 치안행정의 연계방안 모색이다. 다섯째, 자치경찰 시행에 따른 지역 내 여건 차이를 어떻게 반영하고 조율할 것인지도 중요한 정책적 이슈가 될 수 있다. 끝으로 자치경찰을 수행한다고 하여 바로 지역의 치안여건이 개선되거나 치안만족도가 일시에 높아진다고 보기는 어렵다. 지역사회와 주민이 함께 연계하는 협력형 치안모델을 지속적으로 개발하고 운영할 필요가 있다.
Abstract
This study summarizes the affairs that autonomous police should perform when introducing the autonomous police system, summarizes the security demands and analyzes the actual police personnel operation status. As a result of analyzing the operation status of manpower, first, rational autonomous police manpower size and operation system should be scientifically designed. Third, this study seeks to establish a connection between local administration and security administration following the introduction of autonomous police. Fourth, how to reflect and coordinate regional differences in the implementation of autonomous police can also be an important policy issue. Lastly, it is hard to say that the enforcement of autonomous police improves the security conditions of the region or raises the satisfaction level at once. There is a need to continuously develop and operate a collaborative security model that connects communities and residents together.
