이 연구에서는 경상북도에서 치안을 담당하는 24개 경찰서를 대상으로 자료포락분석(DEA)을 활용해 상대적 효율성을 분석해 보았다. 효율성 분석을 위한 투입요소들은 경찰공무원 수, 경찰예산 액, 112순찰차 수 등을, 산출요소들은 5대범죄 검거건수, 교통법규 단속건수, 기초질서위반 단속건수, 치안고객만족도, 체감안전도 등을 선정하여 분석하였다. 주요 연구결과는 다음과 같다. 먼저, 경상북도에서 치안을 담당하는 24개 경찰서들은 CRS모형에서는 41.7%, VRS모형에서는 58.3%가 효율적인 것으로 나타났고 24개 경찰서들의 기술효율성 평균은 93% 수준으로 비효율성 수준이 높지 않음을 확인하였다. 다음으로, 1급지와 3급지 경찰서들의 효율성이 2급지 경찰서들에 비해 상대적으로 양호하며 비효율적 경찰서들의 경우 투입과 산출요소 모두에서 여유분이 존재하고 있음을 확인하였다. 마지막으로, 연구대상 경찰서들의 효율성에 영향을 미치는 환경변수들에 대한 분석 결과 문화시설비율에서만 통계적으로 유의미한 영향력이 확인되었다. 구체적으로 관내 문화시설비율이 높은 지역일수록 경찰서의 효율성 또한 높아졌다. 이와 같은 연구결과를 바탕으로 향후 경찰관리의 전략적 지향점과 후속 연구방향 등에 대하여 살펴보았다.
Abstract
In this study, the relative efficiency was analyzed through data envelopment analysis(DEA) of 24 police stations responsible for security in Gyeongsangbuk-Do. The input factors for efficiency analysis were the number of police officers, the police budget, and 112 patrol vehicles. The output factors were the number of five major crimes arrested, the number of traffic regulation crackdowns, the number of crackdowns on basic order violations, the satisfaction level of policing customers, and the perceived safety. The main research results are as follows. First, 24 police stations in charge of security in Gyeongsangbuk-Do showed that 41% were effective in the CRS model and 58.3% in the VRS model. The average of the technical efficiency of 24 police stations was about 93% and it was confirmed that their inefficiency level was not so high. Next, the efficiency of Class 1 and Class 3 police stations was relatively good compared to Class 2 police stations. In the case of inefficient police stations, it was confirmed that there were some slacks in both input and output factors. Lastly, as a result of analysis of environmental variables affecting the efficiency of the police stations under study, statistically significant influence was confirmed only in the ratio of cultural facilities. Specifically, the higher the ratio of cultural facilities in the area under the jurisdiction of the police station, the higher the efficiency of the police station. Based on the results of this study, the strategic direction of police management and the direction of follow-up studies were examined.
