초록

본 연구는 경찰서비스의 효율성을 평가해보고, 경찰서비스의 효율성에 영향을 미치는 결정요인들을 분석하는데 목적이 있다. 이러한 목적을 위하여 대구지역 9개 경찰서와 경북지역 9개 경찰서 총 18개 경찰서를 대상으로 2009년부터 2011년까지 최근 3년간 경찰조직의 DEA효율성을 측정하였다. 투입지표로는 경찰공무원수, 경찰예산을 선정하고 산출지표로는 총범죄발생건수, 총범죄검거건수, 교통사고처리건수, 기초질서단속건수, 민원업무처리건수를 선정하여 측정하였다. 또한 효율성에 영향을 미치는 결정요인들을 분석하기 위하여 효율성을 종속변수로 설정하고, 투입요소와 산출요소를 독립변수로 설정하여 회귀분석을 실시하였다. 분석결과, 대구․경북지역 연구대상 18개 경찰서의 효율성 평균값은 0.8979(‘1’일때 효율적임)로 나타났다. 평균이상인 경찰서는 13개, 평균이하인 경찰서는 5개였으며, 대구지역이 경북지역보다 효율성이 높았으며, 1급지가 2-3급지에 비해 효율성이 높게 나타났다. 효율성 결정요인은 투입요소인 경찰공무원수와 경찰예산보다는 산출요소인 총범죄발생 및 검거건수, 교통사고처리건수, 기초질서단속건수, 민원업무처리건수 등이 보다 중요한 결정요인으로 나타났다. 물론 지역별·급지별로 다소 차이는 있지만, 투입요소보다는 산출요소가 효율성의 중요한 결정요인으로 밝혀졌다.

Abstract

The purpose of this study is to evaluate the efficiency of police services for police capability and efficient operation and to explore the determining factors influencing to the efficiency of police services. For this purpose, this study analyzes 18 police stations (9 in Daegu Region and 9 in Gyeongbuk Region) to measure DEA efficiency of police organizations for the period of 2009 ~ 2011. More specifically, to measure DEA efficiency of police services, this study picks up the number of police manpower and the amount of police budget as input variables, and the total number of crime incidents, the total number of crime arrests, the number of traffic accident handlings, the number of regulatory cases for minimum orders, and the number of citizen request handlings as output variables. And to explore the determining factors influencing to the efficiency of police services, this study designates the efficiency variable as the dependent variables and the input variables and output variables as the independent variables. The results of the analysis are as following. Firstly, the average value of the efficiency for the research targets is 0.8979(the perfect value is ‘1’). Specifically, the number of police stations which show above average is 13 and which show below average is 5. Daegu Region shows higher efficiency compared to Gyeongbuk Region. The first-grade police stations show higher efficiency compared to the second- or the third-grade police stations. Secondly, output factors like the total number of crime incidents, the total number of crime arrests, the number of traffic accident handlings, the number of regulatory cases for minimum orders, and the number of citizen request handlings are more important determining factors than input factors like the number of police manpower and the amount of police budget. Even though there are some discrepancies by region or grade, output factors are more important factors in determining the efficiency of police services than input factors.
