정부 활동에의 시민참여에 대한 국민의 관심이 높아짐에 따라 국민이 직접 정부조직을 진단하는 국민참여 조직진단이 다수의 부처를 대상으로 시행됐다. 특히, 경찰청 대상 국민참여 조직진단은 2018년 시범운영 후 2019년에 본격적으로 시행됐다. 그 결과 국민참여단으로 활동한 시민들이 경찰에 대해 느끼는 만족도가 향상됐고 그들의 경찰에 대한 인식 또한 일정 수준 개선된 것으로 나타났다. 이러한 긍정적인 결과에도 불구하고, 경찰청 국민참여 조직진단의 본격적인 시행 후 그 결과와 진행과정에 대한 체계적 검토가 이루어지지 않았다. 이 연구는 경찰청 국민참여 조직진단의 사례를 중심으로 그 과정과 결과에 대한 검토를 수행했다. 이행 과정 검토를 위해 연구보고서를 참고했고, 국민참여단을 대상으로 한 설문자료를 분석해 효과성을 확인하고자 했다. 결과에 대한 논의를 바탕으로 향후 조직진단의 효과적 이행을 위한 개선방안을 제시했다.
Abstract
As the public's interest in public participation in government activities has increased, the Public Participation Organization Diagnosis, which directly diagnoses government organizations, has been conducted for a number of ministries. In particular, the Public Participation Organization Diagnosis for the National Police Agency was conducted in 2019 after the pilot operation in 2018. As a result, the satisfaction of Public Participation Corps toward the police improved, and their awareness of the police also improved. Despite these positive results, there has been no systematic review of the results and progress after the full-scale implementation of the Public Participation Organization Diagnosis by the National Police Agency. This study conducted a review of the process and results, focusing on the cases of Public Participation Organization Diagnosis of the National Police Agency. The research report was referenced to review the process and the survey data for the Public Participation Corps was analyzed to confirm the effectiveness of Public Participation. Based on the discussion on the results, improvements for effective organization diagnosis were suggested.
