경찰청 국민참여 조직진단의 환류: 여성청소년수사 분야 대상 탐색적 접근

이 연구는 최근 시민들이 국가행정 및 조직 진단에 적극적으로 참여하고 있는 새로운 시도를 거버넌스 개념의 변화로 판단하고, 그 중 경찰청 여성청소년수사 분야 대상 국민참여 조직진단 사례를 기반으로 탐색하였다. 여성청소년수사 분야 업무는 사회적 약자를 대상으로 한 범죄를 다루기에 언론과 시민의 주목을 받는다. 이에 경찰청 여성청소년 분야 국민참여 조직진단 사례를 주 연구 대상으로 설정하였다. 국민참여 조직진단을 통해 참가자들은 경찰의 인력, 업무체계, 교육·훈련, 복지제도, 업무환경 등 조직과 업무에 대한 의견을 제시하였다. 그러한 제안 의견들을 바탕으로 국민들의 의견이 경찰행정에 반영된 사안을 탐색적으로 확인하고 각 분야에 대한 정책적인 제언을 수행함으로써 국민참여 조직진단 프로그램의 환류를 시도하였다.
Abstract
This study investigated a new attempt by citizens to actively participate in the government administration and organizational diagnosis as a change in the concept of governance, and explored based on the case of the organization diagnosis of citizen participation in the field of women and juvenile investigation by the National Police Agency. Work in this field attracts the attention of the media and citizens because it deals with crimes against the socially disadvantaged. Accordingly, the Korean National Police Agency's case of organizational diagnosis of citizen participation in the field of women and youth was set as the main research target. Citizen participants presented their opinions on the organization and working environment, including police personnel, work systems, education and training, welfare systems, and working environments. Based on these opinions, we attempted to reverse this program by exploratory identification of issues reflected in the police administration and implementing policy proposals for each field.
