해운기업은 그 특성상 고도의 국제경쟁속에서 의사결정을 해야 하는 어려움을 안고 있으며, 해운기업이 갖는 불확실성, 불예측성 때문에 해운기업의 의사결정은 매우 어렵다. 최근 해운시장이 급변하고 불확실성이 증가됨에 따라 기업의 수준과 기능분야에서 의사결정의 신속성과 정확성 그리고 효율성을 높이는데 그 관심이 높아지고 있다. 해운산업은 많은 가능성 속에 위험을 그 만큼 많이 안고 있으며, 정기용선분야는 특히 위험성이 높아 전문성의 확보와 함께 효율성 있는 집중력이 더욱 필요한 분야이다. 해운기업에서 용선에 대한 결정은 많은 위험과 어려움이 있으며 용선의사 결정후 수행 과정에서도 지속적인 위험과 어려움을 갖게 된다. 그동안 우리나라의 해운산업에 있어서 용선계약연구는 비교적 활발한 편이나, 용선활동에 대해서는 관련논문이나 정책이 미약하다고 할수 있다 본 연구에서는 용선메카니즘과 국적선사들의 정기용선 실태를 고찰해 보고 해운기업의 용선 의사결정에 대한 요인을 살펴봄으로써 선사별 결정요인 및 용선활동의 의존도 그리고 문제점을 파악하여 용선결정 및 관리의 효율성을 제고하고 경쟁력 강화측면의 성과를 기대하고자 한다.
Abstract
The objective of this paper is to conduct theoretical analysis on the Korean chartering system and examine the determinants in the decision making process of the charter shipping business. Time chartering is in itself a demanding business in the present competitive international market. The chartering market may be defined as an extremely competitive, totally open market on international terms, where extreme competitiveness and high risks are projected. Time chartering market, which covers a good part of the trampers market, is a high-risk market with unrestrained competition. Given the absolutely competitive nature of the time chartering market on top of the uncertain and unpredictable trampers market, astute decision-making vis-a-vis the maritime commerce is an extremely tricky and challenging business. Even after marine chartering decisions have been finalized, the actual accomplish- ment of the decisions continues to involve great risks and difficulties. In recent times, the world of maritime commerce has undergone drastic changes and increasing uncertainty. As a result, priorities have been focused on promptness, accuracy and efficiency in the decision making process regarding the potentials of shipping companies
