비용최소화를 전제하지 않은 暗비용함수를 추정하여 국내 28개 외항 해운업체를 대상으로 분배 효율성 분석을 실시하였다. 투입요소간 한계기술대체율과 시장가격의 비율이 일치하여 최소의 비용으로 생산이 이루어지고 있음을 뜻하는 상대가격 효율성은 기각되었다. 세부적으로 두 요소간 효율적 분배 여부를 검증한 결과 가변재-노동만 채택되고 자본-노동, 자본-가변재는 기각되었다. 요소간 비효율적 분배로 인하여 생산비용이 평균 2% 증가한 것으로 나타났는데, 자본과 가변재는 각각 적정 수준보다 평균 9.4%와 9.2% 만큼 적게 투입된 반면 노동은 13.3% 만큼 필요 이상으로 사용되었다. 결국 2%의 생산비 상승이 초래된 이유는 자본과 가변재의 과소 투입으로 발생한 생산비 감소분을 능가하는 노동의 과잉 투입이 있었기 때문이다. 생산함수의 동조성, 동차성 모두 기각되었다. 규모의 경제는 평균 42.5%로 추정되었으며 산출량 규모와 규모의 경제는 비례하지 않음을 발견하였다. 자본-노동은 보완적 관계로, 자본-가변재, 노동-가변재는 대체 관계로 나타났다.
Abstract
We test for allocative efficiency of inputs with data for 28 firms in the Korean shipping industry utilizing the 'shadow' cost function. The hypothesis that firms do minimize costs subject to market prices is rejected. The attainment of allocative efficiency between variable input and labor is accepted, while capital-labor and capital-variable input are rejected. Allocative inefficiency causes an increase in total cost by 2 percent, on average. Allocative distortion, on average, reduces the demand for capital and variable input by 9.4 percent and 9.2 percent; while the demand for labor is increased by 13.3 percent. Homotheticity of the production function is rejected. The average estimate of scale economies is 42.5 percent. The estimates of the elasticites of substitution indicate that capital and labor are complements; while capital and labor are both substitutable with variable input.
