초록

이번 연구는 젠더화된 경찰조직 속에서 여성경찰관들의 대응양식으로서의 젠더수행을 조사하였다. 2021년 11월부터 2022년 6월까지 연령대, 계급, 주요경력, 지역을 반영하여 총 20명의 여성경찰관을 선정한 후 심층면접을 실시했다. 수집된 면접자료를 Strauss & Corbin(1998)이 제안한 근거이론방법을 적용하여 분석하고 해석하였다. 먼저, 개방코딩을 통해 총 182개의 개념, 63개의 하위범주, 20개의 범주가 도출되었다. 이렇게 도출된 범주 간의 관련성을 바탕으로 축코딩을 실시했다. 패러다임 모형을 통해 중심현상을 발견한 후 이와 관련된 인과적, 맥락적, 중재적 조건을 도출하고 여성경찰관들의 작용/상호작용 및 결과를 분석하였다. 본 연구의 핵심범주는 ‘젠더화된 경찰조직 속에서 경찰 또는 여성으로서의 정체성 찾아가기’로 상정했다. 이번 연구를 통해 경찰은 상당히 젠더화된 조직임을 확인할 수 있었다. 이러한 조직 속에서 대부분 참여자는 여성경찰에게 부여된 성역할에 동화되는 방식으로 젠더수행을 하고 있었다. 반면에 일부 참여자들은 성별에 따른 차이를 부정하고 여성경찰에 대한 편견에 맞서는 방식으로 탈 젠더수행을 하고 있었다. 다른 참여자들은 오히려 여성경찰의 장점을 부각하면서 남성경찰에 대한 여성경찰의 상대적 우수성을 강조하는 식으로 역 젠더수행을 하고 있었다. 경력발달과정의 측면에서 보면 경찰조직에 들어온 후 경찰관으로서의 정체성이 공고해지는 과정을 거친 참여자들도 있는 반면에, 조직 내에 여성경찰에게 요구되는 역할과 가정에서 여성에게 요구되는 역할에 동화되면서 점차 여성경찰, 엄마경찰, 아내경찰로 정체성 변화를 겪는다. 마지막으로 이러한 연구 결과를 바탕으로 경찰조직과 문화, 여성경찰의 입직 확대, 그리고 여성경찰의 경력발달에 관한 정책적 의미를 논의하였다.

Abstract

This study investigated the gendered practices of female police officers as a response style in a gendered police organization. From November 2021 to June 2022, a total of 20 female police officers were selected and in-depth interviews were conducted, reflecting age, rank, major career, and region. The collected interview data were analyzed and interpreted by applying the grounded theory method proposed by Strauss & Corbin (1998). First, a total of 182 concepts, 63 subcategories, and 20 categories were derived through open coding. Axial coding was conducted based on the relevance of these categories. After discovering the central phenomenon based on the paradigmatic model, the causal, contextual, and mediating conditions related to it were derived and the actions/interactions and outcomes of female police officers were analyzed. The core category of this study is 'finding identity as a police officer or woman in a gendered police organization'. Through this study, we found that the police force is a highly gendered organization. Within this organization, most of the participants performed ‘doing gender’ by assimilating to gender roles assigned to female police officers. On the other hand, some participants performed ‘undoing gender’ by denying gender differences and challenging prejudices against women police officers. Other participants did ‘redoing gender’ by emphasizing the relative superiority of female police officers over male police officers while highlighting their strengths. In terms of the police career development process, some participants went through a process of consolidating their identity as police officers after joining the police organization, while others gradually changed their identity into female police officers, mothers, and wives as they assimilated to the roles required of them in the organization and at home. Finally, based on these findings, we discuss policy implications for police organizations and cultures, the expansion of women's employment, and the career development of women police officers.
