여성경찰관의 직무수행 중 불인정 경험 및 구조적 차별 경험이 조직만족에 미치는 영향

이 연구는 2014년 국가인권위원회의 「경찰․소방․교정직 여성공무원 성차별 개선을 위한 실태조사」이차자료를 활용하여 순찰, 범인검거, 주취자 보호 등 직무수행 중 동료 남성경찰관으로부터 인정받지 못한 개인적 차별 경험과 구조적 차별 경험이 여성경찰관의 조직만족에 미치는 영향을 분석하였다. 전통적 경찰활동과 성역할에 기반한 남성중심 조직 내 소수그룹으로서 여성경찰관은 업무배치, 승진기회 등 구조적 차원에서 차별을 경험하는 동시에 직무수행과 관련하여서도 남성경찰관들로부터 동료로서의 신뢰를 받지 못하는 불인정 차별을 수시로 경험하고 있다. 분석에 포함된 여성경찰관(484명) 중 69.4%가 직무수행 중 무시당한 경험이 있다고 응답하는 등 여성경찰관들은 직무수행 중 동료로부터의 불인정과 같은 개인적 차별과 구조적 차별을 빈번하게 경험하고 있는 것으로 보이는 가운데, 이러한 차별 경험은 여성경찰관의 조직만족을 낮추는 주요 영향요인으로 드러났다. 아울러 직무수행 중 불인정 경험이 있는 여성경찰관의 경우 그렇지 않은 경우에 비해 조직만족 수준이 전반적으로 낮게 예측되는 가운데, 구조적 차별 경험이 강해질수록 조직만족 예측값이 낮아지는 정도가 한층 큰 것으로 나타났다. 동료로부터의 불인정 경험과 구조적 차별 경험이 조직만족에 부정적인 영향을 미치고 있음을 실증한 이 연구의 분석결과는 여전히 많은 남성경찰관이 여성경찰관을 신뢰하지 않는다는 것을 공공연하게 표현하고 여성이라는 생물학적인 성과 직업인으로서의 전문성이 병립할 수 없다고 여기는 ‘지배적 남성성’의 경찰 조직문화에 대한 변화를 촉구한다.
Abstract
Using data from the National Human Rights Commission of Korea, this study analyzes the effect of experiencing nonrecognition by fellow male police officers on their duties and experiencing structural discrimination on organizational satisfaction among female police officers. As a token group in a male-centered institution based on traditional police stereotypes and gender roles, female police officers have often experienced structural discrimination such as work assignment and promotion opportunities on a structural level, as well as individual discrimination of nonrecognition from male colleagues regarding job performance. While 69.4 percent of 484 female police officers included in the analysis answered they had experienced nonrecognition on duty, indicating that female police officers frequently experience neglect and discrimination in the organization, those experiences of discrimination turned out to be major factors in lowering their organizational satisfaction. The analysis results of the study confirms that nonrecognition by male teammates and structural discrimination have negative impact on organizational satisfaction of female police officers. In conclusion, this study urges caution on police culture of ‘hegemonic masculinity’ that still quite many male police officers openly express distrust on female colleagues and regard the biological sex of women and professionalism as incompatible.
