시민의 경찰역할 지향성에 대한 연구: 전통적 역할과 봉사적 역할을 중심으로

초록

자치경찰제도를 도입한 이래 우리나라 경찰조직은 지역사회 경찰활동의 패러다임에 기반한 경찰활동을 강조하고 있다. 이에 따라 현대사회의 경찰은 법집행과 관련된 전통적인 경찰의 역할보다 많은 역할들을 수행하고 있다. 효과적인 지역사회 경찰활동을 달성하기 위해서는 경찰의 다양한 역할들 중 시민들이 어떤 역할을 지향하는지 파악하는 것은 중요하다. 하지만 국내에서 시민들을 대상으로 한 경찰역할 지향성에 대한 연구는 비교적 미미한 실정이다. 따라서 이 연구는 선행연구 검토를 통한 시민의 경찰역할 지향성을 개념화하고, 이에 대한 경험적 검증을 하기 위해 수행되었다. 선행연구 검토를 통해 시민의 경찰역할 지향성을 전통적 역할 지향성과 봉사적 역할 지향성으로 개념화했다. 또한 요인분석결과 이 두 개념을 시민들이 실제로 구분하여 인식하고 있음을 경험적으로 확인했다. 마지막으로 준거타당도 확보를 위해 변수 간 관계를 검증한 결과 전통적 역할 지향성은 과잉 물리력 대응 인식과 가치관 부합성에 정적 영향을 미쳤고, 봉사적 역할 지향성은 과잉 물리력 대응 인식에 부적 영향을, 경찰신뢰와 가치관 부합성에 정적 영향을 미치는 것으로 나타났다. 이러한 연구결과는 시민의 경찰수요 혹은 경찰역할을 해석하는 다양한 방향 중 하나로서 시민의 경찰역할 지향성을 경험적으로 검증했다는 점에서 의의가 있으며, 이 연구를 기반으로 다양한 방향으로 시민 지향하는 경찰역할에 대한 연구들이 이루어지길 기대한다.

Abstract

Since the introduction of the municipal police system, our police organizations have further emphasized police activities based on the paradigm of community oriented policing. As one of the key factors for the effectiveness of community police activities, It is important to understand which of the various police roles oriented by citizens However, research on police role orientation conducted on citizen samples is relatively insufficient. Therefore, this study was conducted to conceptualize citizens' police role orientation through review of prior research and to provide empirical verification for this. As a result of the study, the police role orientation of citizens was conceptualized as traditional role orientation and service role orientation based on previous studies. In addition, as a result of factor analysis, it has been empirically confirmed that citizens actually recognize these two concepts separately. Finally, in order to secure criterion-related validity, traditional role orientation had a positive effect on the perception of excessive use of force and moral alignment. It was found that service role orientation had a negative effect on the perception of excessive use of force and a positive effect on police trust and moral alignment. These findings are meaningful in that they empirically verified citizens' police role orientation as one of the various directions for interpreting citizens' police needs or police roles. Based on this study, it is expected that studies on the role of citizens-oriented police in various directions will be conducted.
