지역사회경찰활동의 도입이 이루어진 1990년대부터 우리나라는 지역사회경찰활동의 정착을 위해 다방면에서 노력해 왔다. 그러나 대부분의 노력이 지역사회경찰활동의 주체인 경찰, 시민 모두의 입장을 반영하지 못한 채 경찰의 입장에 한정되어 지역사회경찰활동 평가와 개선이 이루어져 왔음은 부인할 수 없다. 따라서 이 연구에서는 지역사회경찰활동에 대한 경찰과 시민의 인식을 비교함으로써 경찰과 시민의 인식차이를 토대로 한 지역사회경찰활동의 온전한 정착을 위한 개선방향을 제시하고자 한다. 지역사회경찰활동에 대한 경찰과 시민의 인식비교는 지역사회와의 관계, 지역사회 무질서 및 범죄감소, 경찰이미지를 인식요인으로 하여 실시하였고, 분석결과를 살펴보면 모든 요인에 있어서 경찰이 시민에 비해 높은 인식정도를 보이고 있었다. 경찰과 시민의 인식차이가 크게 나타난 정도를 비교하면 경찰이미지, 지역사회와의 관계, 지역사회 무질서 및 범죄감소 순으로 나타났다. 경찰과 시민 모두 지역사회경찰활동을 통해 지역사회 무질서 및 범죄감소가 이루어지고 있다고 생각하고 있는 반면, 경찰이미지와 지역사회와의 관계에 있어서는 경찰은 경찰이미지와 지역사회와의 관계에 대해 긍정적인 인식을 보이는 반면 시민은 경찰이미지와 지역사회와의 관계에 대해 부정적인 인식을 취해 경찰과 시민의 인식격차를 줄이기 위한 현실적인 노력이 이루어져야 함을 시사해 주고 있다. 이러한 결과를 통한 지역사회경찰활동의 개선방향은 첫째, 지역사회경찰활동 기획단계에서부터 평가단계의 전 과정에 걸쳐 경찰과 시민이 주체가 되어 참여할 수 있는 현실적인 방안 모색, 둘째, 경찰과 시민을 대상으로 한 지역사회경찰활동에 대한 적극적인 교육과 홍보 방안의 강구, 셋째, 지역사회경찰활동 프로그램에 대한 주기적・지속적 평가 실시를 제시할 수 있다.
Abstract
Since the 1990s, the introduction of community policing in the country made an effort has been made in many areas for the establishment of community policing. However, most of the effort has been made to improve the community policing came evaluation on the part of the police can not be denied. Therefore, this study proposes an improved way for the full establishment of community policing was based on the perceptions of the police and citizens by comparing the perceptions of the police and the citizens of the community policing. The police and citizen awareness comparison of Community policing has the awareness factor: community relationship, disorder and crime reduction, police image. The result of awareness comparison between the police and citizens seemed to be a big difference in order of police relations with the police image, community relation, reducing the disorder and crime . Significant differences when comparing the degree of awareness comparison shown by the police and civil police image, relationship with the community, crime reducing, disorder and civil order police and all communities reduce community disorder and crime reduction through the police activity whereas that in mind, the image with the local police in the case of social relations and the perception of the police and citizens was higher. Through these results, improvement of community policing: First, seeking the practical way about community policing from the planning stage throughout the course of the evaluation phase s to get involved police and citizens, second, making the proactive education and publicity about community policing to target the police and citizens, and the third, conducting the periodic, ongoing evaluation of community policing programme.
