목포권 연안여객선 최적항로의 운영주체 선정 방안에 관한 연구

목포권 대부분 여객선사들은 도서민의 지속적인 감소에 따른 승선율 감소와 운임율의 여러 제약요소로 수입 창출에 한계가 있고, 기업의 영세성으로 서비스 개선이 어려우며(서비스 질 저하), 선원 고령화라든가 운항결손금의 지속적인 증가, 잦은 결항 등 여러 가지 문제점을 안고 있다. 따라서 이러한 사항을 개선하기 위해서는 최적항로 설계와 운영주체 개편이 불가피하다. 이 연구에서 항로를 최적화 했을 때 운영주체 선정을 위한 방안으로 주체선정 기준과 대안에 대해 설문조사하고 AHP기법을 이용한 실증분석을 통해 효율적인 운영주체 선정방안을 제시했다. 운영주체 선정시 가장 중요한 것은 공익성이고 그 다음으로 전문성, 서비스 만족도, 경제성부문 순으로 나타났다.
Abstract
Most passenger shipping companies in Mokpo are facing limitations in income. The decrease in boarding rate is based on the lessening demand for passengers. This lessening demand is being driven by the decline in population of many of the Islands, who's decreasing desirability serves to fuel this industry. The small companies have many challenges to overcome and are slow to improve services. Frequent service cancellations, aging sailors and an increasing deficit in ship service are major factors. Therefore, there is a need to build better suited routes as well as to reorganize the main shipping operators. This study surveyed criterions and alternatives for the choice of main operator when we make the best suited route and suggested methods of the choice for effective operator through analysis of survey. The best factor in choice of Operation company is publicity first, secondly professionalism and comes the satisfaction of service, economic feasibility in that order.
