이 연구의 목적은 낙도보조항로의 손실보상금 운영 현황 파악과 AHP 기법을 이용한 손실보상금 지급방식을 선정하는 데 그 의미가 있다.이 연구에서는 낙도보조항로에 경쟁원리를 도입하고, 사업자의 경영개선 노력을 유도하여 국가예산을 절감하고, 도서민에 대한 서비스 향상과 항로의 안정성과 행정효율을 도모하기 위해 최적의 손실보상금 지급 방식을 선정하였다. 손실보상금 방식은, 우선 단기적으로는 사업자가 자율적으로 지급방법을 선택할 수 있는 현 체제로 운영하고, 중·장기적으로 비영리기관(공단, 한국해운조합) 및 통합선사로 운영주체가 변경될 경우 사전정액제를 확대 시행하는 게 바람직하리라 본다.
Abstract
The purpose of this study is to examine the current indemnity system of remote island route and to propose an indemnity management system using AHP Schemes. This study examines indemnity system of remote island route which implements competition principle, support enhanced management system to reduce the national budget, and promote customer service to the island residents, safety of the route, and the administrative efficiency. The ideal indemnity system is to adopt current system to practice individualized payment system for a short-term period and to implement fixed rate system after the operating organization is assigned to either non-profit organization such as public corporation or Korea Shipping Association or unified charted boat company.
