이 연구는 현행 경찰행정 경력경쟁채용 제도가 본래 취지와 목적에 부합하지 못하다는 문제인식에서 출발하여, 그 대안을 모색하고자 하는 목적에서 수행되었다. 연구목적 달성을 위해 경력경쟁채용 제도에 관한 문헌을 검토하고, 유사기관인 소방청의 경력경쟁채용 제도 사례를 비교 검토 하였다. 또 경력경쟁채용 제도라고 할 수는 없으나 대학교육에 관한 대표적 인증제중 하나라 할 수 있는 간호학과 인증제도에 관해 검토하고, 경찰행정 경력경쟁채용 제도에의 시사점을 도출하였다. 연구결과 첫째, 관련학과 인정 기준의 정립, 둘째, 법률과목에의 교육과정 집중문제 해소, 셋째, 최소 이수학점 요건의 확대적용을 대안으로 제시하였다. 이 연구는 사례분석을 좀 더 폭넓고 다양하게 수행하지는 못하였다는 점에 한계가 존재한다. 다만 현행 경찰행정 경력경쟁채용 제도에 대한 비판적 검토를 통해 현존하는 문제점을 해소하기 위한 대안을 제시하였다는 점에 이 연구의 의의가 있다.
Abstract
This study was conducted with the aim of exploring alternatives to the current competitive recruitment system in police administration careers, starting from the recognition of the problem that the current system does not align with its original purpose and objectives. To achieve this research objective, literature on the competitive recruitment system was reviewed, and the case of the competitive recruitment system in the fire department, a similar agency, was compared. Additionally, although not directly related to the competitive recruitment system, the accreditation system of nursing education, which can be considered as one of the representative accreditation systems in higher education, was reviewed to derive implications for the competitive recruitment system in police administration careers. The research findings suggest, first, the establishment of criteria for recognizing relevant disciplines, second, resolution of the issue of concentration on legal subjects in the curriculum, and third, the expansion of the application of minimum credit requirements as alternative measures. This study has limitations in that it did not conduct a broader and more diverse case analysis. However, the significance of this study lies in providing minimal alternatives to address the existing problems through a critical review of the current competitive recruitment system in police administration care.
