화이트칼라 범죄의도에 대한 일반긴장이론, 중화이론, 자기통제이론의 비교 연구

초록

이 연구에서는 기존에 제시된 화이트칼라 범죄의 설명 이론 외에 중화이론과 일반긴장이론, 자기통제이론 등 새로운 관점의 이론을 적용하여 화이트칼라 범죄의도에 대한 경험적 분석을 실시하였다. 연구결과, 중화이론에서 제시한 바와 같이 법위반에 대한 합리화의 정도가 높을수록, 그리고 자기통제력이 낮을수록, 남성보다는 여성일수록 화이트칼라 범죄의도가 높은 것으로 나타났다. 반면에 또 하나의 설명이론인 일반긴장이론에서 제시하고 있는 부정적 감정은 화이트칼라 범죄의도에 유의미한 영향을 미치지 못하는 것으로 나도 나타났다. 따라서 화이트칼라 범죄를 억제하기 위해서는 첫째, 화이트칼라 범죄에 대하여 개인이 인식하고 있는 중화기술의 발달을 억제하기 위해 엄격한 윤리의식의증을 통해 조직 내 관리자를 선발하도록 하고 철저한 내부통제 장치 마련하여 이를 주기적 검으로 업데이트하며, 직무순환제도와 윤리경영체제 등을 도입하여 구성원들의 윤리의식과 조직 내부의 청렴도를 향상시켜야 할 것이다. 둘째, 화이트칼라 범죄의도 형성에 낮은 자기통제력 역시 유의미한 영향을 미치고 있으므로 조직 구성원에 대한 윤리경영 교육과 함께 엄격한 내부 제보 시스템을 구축해야 할 것이다. 그리고 윤리적인 행위에 대한 분명한 보상체계가 확립되도록 함과 동시에 반대로 비윤리적인 행위에 대해서는 엄격한 징계와 감사절차가 이루어지도록 하여 구성원들에게 화이트칼라 범죄에 대한 심리적 억제와 통제기제가 작동할 수 있도록 해야 할 것이다.

Abstract

This study conducted an empirical analysis of white-collar crime intention by applying new theoretical perspectives such as Neutralization Theory, General Strain Theory, and Self-Control Theory, and exclude previously suggested theories to explain white-collar crime. As results, this study suggested that the higher the degree of rationalization for violation, and the lower the level of self-control, women compared to men are engaged in the higher the white-collar crime intention. On the other hand, negative emotions, presented in General Strain Theory, were not suggested significant effect on the white-collar crime intention. Therefore, to restrain white-collar crime, the following measures are recommended. First, to suppress the development of neutralization techniques in individuals’ perceptions of white-collar crime, organizations should select managers through strict ethical awareness verification, establish thorough internal control mechanisms, and periodically update these controls. Furthermore, systems such as job rotation and ethical management frameworks should be implemented to enhance the ethical awareness of members and improve the integrity within the organization. Second, so the low level of self-control also affects to the establishment of white-collar crime intention, ethical management education for organizational members and the establishment of a rigorous internal whistle-blowing system are necessary. Additionally, a clear reward system for ethical behavior should be established, and simultaneously unethical behavior must be met with strict disciplinary action and thorough audit procedures for operating the psychological deterrence and control mechanisms against white-collar crime among the members.
