2012년 개장한 경인항은 우리나라 29번째 무역항이다. 신생항만인 경인항의 활성화를 위하여 정부는 선박 및 화물 입·출항료, 정박료 감면 등의 다양한 정책을 추진하고 있다. 이러한 정책에도 불구하고 2012년 12월말 기준 화물선 운항 31척 267항차, 처리물량 26.4만톤에 그치는 저조한 실적을 나타냈다. 선행연구 결과 항만이용자 수요분석 및 항만경쟁력 강화 등과 같은 신생항만 활성화에 대한 연구는 제한적이다. 이러한 측면에서 본 연구에서는 중요도·만족도 분석을 이용하여 신생항만의 이용자 수요(Needs)를 분석하는 것을 연구의 목적으로 한다. 연구결과는 다음과 같다. 첫째, 네트워크와 시설 측면에서는 선박의 기항빈도 및 항로의 다양성을 확보해야 하며, 입․출항의 편리성에 많은 노력을 기울여야 한다. 둘째, 비용 측면에서는 하역비용이 타 비용에 비해 상대적으로 낮은 만족도를 보이고 있어 다각적인 검토가 필요하다. 셋째, 배후지 및 서비스 측면에서는 보다 현실적인 배후지 활성화 방안모색이 필요하다. 마지막으로 마케팅 측면에서는 경인항에 대한 웹서비스의 부재로 경인항 이용자 및 이해관계자의 정보 인식이 상대적으로 저조하기 때문에 이를 해결하기 위한 방안 모색이 필요하다.
Abstract
Kyoungin Port is designated as the 29th trade port in South Korea. Forvitalization of this newly made seaport, the Korean government has carried forwardvarious policies such as the port charge reductions on the entering and departingships as well as ships that are in anchorage. Yet, despite of these policies, thehandling cargo volumes are marked very low as of 264,000 tons using 267 voyages of31 ships. By reviewing through the relating literatures, it has been found that thereis a scant of research to examine the vitalization policies of newly made seaport,such as the needs analysis of the port customers, and the reinforcement of portcompetitiveness. In this respect, the aim of this study is to evaluate the needs of theport customers for Kyoungin Port using Importance-Performance Analysis. Theresults of this research are as follows: firstly, in terms of port network and facilities,there needs to be increased frequency of port calling, and secured diverse-sea routes,thus more efforts are needed to increase the convenience of entrance and departure ofthe port. Secondly, the loading and unloading charge of Kyoungin Port are relativelyhigh compared to the adjacent ports. Further analyses are requested to cut down thehigh costs. Thirdly, as for the hinterland vitalization of Kyoungin Port, practicalresearches are needed. Lastly, in terms of marketing perspective, there are no properweb services for the port customers and related stakeholders.
